Description
This is a COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation No. N540003004 is issued as a Request for Proposal (RFP) and will be awarded as a firm-fixed price Order for Commercial Items, using simplified acquisition procedures. The North American Industry Classification System (NAICS) is 331511; the size standard is less than 500 employees. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 03-14. The work of this project shall consist of providing all labor, supplies, materials and equipment for the manufacture of two-center pintle cast iron Barbette Cannon Carriages and two traverse rings with center pins to fit the Barbette Carriages. These carriages are to be historically authentic, based on the Civil War Artillery Mordecai Plates. Barbette Carriages are the required units to be placed in the river batteries at Fort Donelson National Battlefield. The carriages, to be historically authentic, must be based on the Civil War Artillery Mordecai Plates. These carriages must be individually designed and constructed to the specifications of each and every cannon tube that it is designed to carry. Each cannon tube is unique unto itself. Each cannon tube weighs approximately 15,000 pounds! Sites within the park are already prepared for cannon carriages that meet the Mordecai requirements and are individually tailored to each cannon carriage and cannon tube. (I) The contractor shall cast the carriages from ductile iron (only iron or steel components and parts will be used on the carriages). (II) No makers, manufacturers, vendors or contractors etc., stamps, medallions, markings, or engravings shall be placed or affixed on the carriages. (III)The contractor shall ensure that the carriages are ground and sanded so that no seams are present from the casting method. (IV) Carriages will be painted with a rust inhibitor, (primer-Porter oil base alkyd metal primer # 272 Red) and (two coats of 100 % Porter acrylic gloss black # 2928 latex paint). (V) The completed carriages shall be capable of supporting the weight of the Trebager 10" Rodman iron tubes, (15,500 pounds each). (VI) The contractor shall construct the carriages in such a manner that they can be dis-assembled, (bottom un-bolt from top), so they can be maneuvered into locations that cranes or other heavy equipment can't get to, especially for setting purposes. (VII)The contractor shall construct the cast iron center pintle Barbette carriages so that they will fit properly on concrete round pads that the Park Service has already prepared. (VIII) No substitution of materials and/or design shall be made without the prior approval of the contracting officer. (IX) The government shall have up to seven (7) days to perform a final inspection upon delivery of the carriage to the site. (X) The contractor agrees the carriages shall be returned at the contractor's expense if not meeting the specifications and the purchase agreement terminated. (XI) The contractor shall warrant all parts and labor for a period of two (2) years from the date of the carriage that fails due to manufacturing or material defects during the warranty period. EVALUATION OF COMMERCIAL ITEMS: The Government will award to the responsible offeror based on the following: 1.quickest delivery time, 2. past performance and 3. price. IAW FAR 52.212-02 Technical and past performance, when combined, are approximately equal when compared to price. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received. Vendors wishing to respond to this RFP should provide this office with the following: A price quote on company letterhead for the requested items showing unit price, delivery time after receipt of order, payment terms, correct remittance address; and a completed copy of FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items.
