NA 1. Introduction. The National Defense University, Center for Counterproliferation Research (CCR) is seeking sources interested in providing national-level subject matter experts and services to assist the Center in planning, programming, and analytical s upport.--------------------------------------------------------------------------------------------------------2. Broad Agency Announcement Objective. The CCR is seeking sources with the capability and interest to perform the work presented in the Scope of Work and Technical Tasks. In addition to a letter of interest, vendors are encouraged to submit an abstract or summary of prior and current work related to the requirements of this announcement.----------------3. Anticipated Type of Award. If a solic itation results from this action the Contracting Officer intends to process the action as a Total Small Business set-aside Firm Fixed Price award. Period of performance would be one year. (Offerors are cautioned that only a warranted Contracting Officer can obligate Government funds and that no contractual commitment exists unless and until it has been received from the Government in writing, in the form of a signed contract, purchase order, or delivery order.)--------------------------------------------- ----------------------------------------------------4. Who May Submit? Vendor eligibility is extended to any and all small business entities who can provide the services presented in the Scope of Work and Technical Tasks.--------------------------------- ----------------------------------5. Scope of Work. The scope of work for this task includes assistance to the Center for Counterproliferation Research (CCR) to support its education, research, and policy support missions to the National Defense Universi ty, Joint Staff, Office of the Secretary of Defense, Defense Threat Reduction Agency, U.S. Combatant Commands, et al. The Center for Counterproliferation Research has a broad mandate for education and research, and pursues ambitious initiatives in both ar eas. Research interests range from assessments of U.S. non- and counterproliferation policies and programs, to doctrine and training, to a fuller understanding of nuclear, chemical, and biological (NBC) operational effects, to alliance preparedness and co operation. Through these efforts, the Center has contributed to an improved understanding of the security implications of proliferation, as well as to the evolving challenge of fashioning effective responses. Through its education and outreach programs, the Center is dedicated to the goal of embedding in the next generation of military leaders and defense civilians an awareness of the proliferation threat as it relates to defense policy, programs, and military operations. The contractor shall provide nat ional-level subject matter expertise as well as planning, programming, and analytical support for CCR activities, as directed. This work will include classified tasks up to and including TOP SECRET. The contractors support will include the technical task s below. The period of performance will be from 1 October 2003 until 30 September 2004.---------------------------------------------------------------------------------6. Technical Task - Subject Matter Expertise and Technical Analytical Support. The co ntractor will provide counterproliferation and nonproliferation experts for chemical, biological, radiological, and nuclear weapons and provide real-time access to former national-level senior DoD officials, flag officers, and other subject matter experts with recognized counterproliferation expertise. The contractor will provide both on-site and off-site support to plan, program, and analyze issues associated with the CCRs research, educational and outreach efforts that include but are not limited to: pre paring topical proliferation/counterproliferation studies; providing associated military operational or planning expertise; assisting in the development of impr oved NBC contingency operations, concepts of operation, tactics, techniques, and procedures; providing associated NBC technical expertise; preparing presentations, papers, and outreach materials; supporting CBRN consequence management, U.S. biological warf are defense, and counter-NBC operations including elimination of adversary weapons in a post-conflict environment; and supporting CCRs research and educational events, as directed. Support will also include providing subject matter experts, educational ma terials, games, and simulations, as directed, to support CCR events.-----------------------------------------------------------------------------------------7.
