Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. Solicitation number ADRIAN002 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. This solicitation is 100 percent set-aside for Small Businesses and is under North American Industry Classification System Code 339920, with a small business size standard of 500 employees. Hurlburt Field intends to purchase the following: (1) 70 Shoot Through Bags designed to allow the operator the capability of shooting through the bag without removing the weapon from the bag. Made for the M-4, it is built with an integrated 5-finger rubber glove for trigger access and a 3-dimensional neoprene brass catcher. The neoprene nosecone on the end of the bag is replaceable, so if the bag is shot through, the operator may attach a replacement neoprene cone to return the bag to serviceable condition. Material: Heavy-Duty Nylon Trilaminate. Dimensions: Height = 14 ??; Length = 42?; Width = 4 ??. National Stock Number: 8465-01-487-3681. Part Number: 401411. (2) 70 Gas Mask/Optics Bags designed to house the MCU-2 gas mask in addition to other equipment such as NVG?s, cameras and binoculars. An oral inflator allows for buoyancy control. Attached web loops make for fast attachment with ALICE clips to web gear. Material: Heavy-Duty Nylon Trilaminate. Dimensions: Height = 10?; Width = 7 ??; Depth = 4 ??. National Stock Number: 4240-01-469-0893. Part Number: 401503. Additionally, all transportation/shipping costs are required to be included in the quote. GSA items shall be noted as well as the GSA contract number. Required delivery shall be on or before 90 days after receipt of award. Place of delivery shall be 23 STS/CCB, 601 Independence Road, Hurlburt Field Florida 32544. The following clauses and provisions are hereby incorporated either by reference or full text and are to remain in full force and effect in any resultant purchase order: FAR 52.212-1, Instructions to Offerors - Commercial Items (OCT 2000). It applies to this acquisition and is amended to read: FAR clauses and provisions can be located via the Internet at: http://farsite.hill.af.mil. Submit signed and dated quotations on company letterhead or quotation form. The Government reserves the right to evaluate proposals and award a contract without discussions with offerors. Offers shall be evaluated in accordance with FAR 52.212-2, Evaluation of Commercial Items (Jan 1999), which is incorporated into this Request for Quote, with addendum to paragraph (a) as follows: The following factors shall be used to evaluate offers: (i) technical capability of the item(s) offered to meet the Government requirement as stated in this synopsis; (ii) price. The Government will make award to the responsible offeror whose offer conforms to the solicitation and is the greatest value to the Government. Technical capability and price are of equal importance. Each offeror shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items (July 2002), with the quotation. Submit signed and dated offer to: Department of the Air Force, 16 CONS/LGCY, Attn: Alan Adrian, 350 Tully Street, PO Box 9190, Hurlburt Field FL 32544-9190 at or before 1600 (4:00 PM Central Standard Time), 18 June 2003. The clause at FAR 52.212-4, Contract Terms and Conditions ? Commercial Items (Feb 2002), applies to this acquisition with the following addendum: DFARS 252.204-7004, Required Central Contractor Registration (Nov 2001). The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders (Apr 2003), applies to this acquisition and is incorporated by reference. The clause at FAR 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332) (May 1999) applies to this acquisition and is incorporated by reference. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items (JUN 2003) applies to this acquisition and is incorporated by reference. A Firm-Fixed-Price Purchase Order will be issued in writing. All questions must be in writing and may be faxed to (850) 884-5372. All answers to questions will be posted on EPS.
