Description
HQ Air Combat Command is seeking sources for a Transportable Aerostat System (TAS). The primary propose of this Transportable Aerostat System (TAS), is to provide an aerostat configured with either a television/radio broadcast, or radar surveillance payload to support Global War on Terrorism requirements. The aerostat system must be able to carry a 1,200 pound payload, power up/fiber optic tether and airborne support equipment to 10,000 feet MSL. System must be able to be transported in C-17 aircraft. The system must be operational within eight (8) days upon arrival at a site, weather dependent. Mooring system must weather vane 360 degrees with a self-contained power generation system and tether storage unit able to withstand surface winds up to 125 knots. A ground station is required to monitor aerostat state of health, contain processing equipment and monitor payload performance data. The system must sustain operations for periods up to six months, be configured to operate in various weather conditions and contain a weather radar system. A satellite ground station may also be required to support television broadcasts. HQ Air Combat Command may establish a requirement for this system and if funded, will procure a self-contained system that includes all items needed to safely operate an aerostat system at any forward operating location with the exception of the payload package. HQ Air Combat Command will furnish the payload package and applicable payload ground station components to be integrated into the system, if funded. Potential vendors are requested to submit a feasibility report on their potential capabilities of providing a re-locatable aerostat system that meets the general requirements identified above. HQ Air Combat Command requests that all vendors incorporate into their report estimated system acquisition time, conceptual drawing of the mooring platform (if available) and Rough Order of Magnitude (ROM), cost for a system with spares supporting both payload configurations. This request for information is for market research purposes only. At this time there is no official requirement as funding is not available. Providing information for this market research in no way obligates HQ Air Combat Command nor the vendor. Technical questions regarding this Sources Sought Synopsis should be directed to Lt. Colonel Robinson at 757-764-9141 or Mr. Ronald Graham at 757-764-9132. Request that potential vendors submit their report to ACC Contracting Squadron/LGCC, 11817 Canon Blvd., Suite 306, Newport News VA 23606-1988 by 30 Jun 03.
