Description
The U.S. Department of Commerce, National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS), Center for Operational Oceanographic Products and Services (CO-OPS) has a need for Charter Vessel Service to collect data and information on the tidal currents and meteorology that will affect safe and efficient marine transportation within Cook Inlet, Alaska. This information will be used to verify and update existing tidal current predictions, produce predictions at new locations using state of the art instrumentation and establish reference stations within Cook Inlet for the Tidal Current Tables. The 2003 field season will begin in July and last through the end of September. NOS/CO-OPS requires Charter Vessel Service for this 2003 Cook Inlet Physical Oceanography Project. The required Charter Vessel Service includes a vessel, licensed captain and crew which will be required to load and unload all of the NOAA oceanographic equipment and carry 2-3 NOAA employees from the Port of Anchorage loading dock. The vessel will be used as a staging platform to deploy and recover sub-surface moorings with current meters. The instrument deployments and recoveries shall occur during daylight hours and will consist of approximately ten non-consecutive days, requiring 2-3 days for deployment. The Period of Performance shall be from date of award through six months. The Approximate Time Table is as follows: 1) Time Period 1 - week of July 7 - 2 days of work; 2) Time Period 2 - week of August 5 - 3 days of work, 2-3 days downtime, 3 days work; 3) Time Period 3 - week of September 16 - 3 days of work. Payment shall be made for days worked only. Interested contractors must possess the following: 1) Licensed captain and crew with experience and working knowledge of the marine conditions in Cook Inlet,Alaska; 2)Vessel that meets all of the USCG safety requirements per vessel specifications (reference the USCG website:http://www.uscg.mil/hq/g-m/gmhome.htm) 3) Vessel ported in Anchorage, Alaska, or if not ported in Anchorage, able to report to the Port of Anchorage within 12 hours of notification; 4) Vessel at least 50 feet in length, having lifting capability of 2,200 lbs and deck space to hold and safely transport 2-3 NOAA employees and all necessary oceanographic equipment which includes eight sub-surface moorings with railroad anchors. Award will be made using simplified acquisition procedures (FAR 13 ) and based upon the following "best value" factors: 1) Port location of the vessel; 2) Vessel capabilities that meet all requirements for deploying and retrieving oceanographic equipment and meet USCG safety requirements; 3) Past Performance - Prior experience and working knowledge of the marine and weather conditions in the region of Cook Inlet, Alaska; 4) Price - Inclusive per day rate (no additional over time cost).
