Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of 41 U.S.C. 253(c), with Todd Heimer, of Laurel, MD, to acquire expert services to plan and execute the design, construction, and verification of the NIST Reference Retroreflectometer. Services are required for the Optical Technology Division at NIST. ***** Sole source determination is based on the Government's need for a contractor with (a) extensive expertise, both experimental and theoretical, in the study of optical measurements, specifically in the field of retroreflectivity and photometry; (b) direct knowledge of various beamed sources from high intensity to high uniformity, optics, lasers, various alignment procedures, software programming, motion controllers, instrument communications, various detection systems from photometric to spectroradiometic, and the metrics for verifying these specifications. Dr. Heimer is uniquely qualified to meet the Government's need due to his combined knowledge of the photometric and radiometric scales that make up the basis for the absolute measurements made on the retroreflectometer. Dr. Heimer has developed and constructed the most accurate retroreflectometer ever created in the world, and has superior knowledge of this type of instrument.*****The period of performance will be one year, with work to be performed at the NIST Gaithersburg, MD facility.*****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by June 25, 2003, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.*****See Numbered Note 26.
