Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis under the authority of FAR 13.106(b)(1), with New London Precision Instruments Inc. (NLPI) of New Market, MD, a requirement for Quantity of three (3) each - three-element UV reflectance trap modules with current-to-voltage converters. These pieces of equipment are reproductions of items previously developed by NLPI) and are required to be compatible and interchangeable with existing systems. Both reflectance trap and current to voltage modules shall be housed in cylindrical housings of equal diameters. The devices are separable into two (2) components, the optical detector, which is called a trap detector, and electronic current-to-voltage converters, which is also called an amplifier. Trap Detector Specifications: (1) The trap detector shall be designed to accommodate three (3) detectors purchased by NIST with one (1) cm2 active area (model IRD UVG100) from International Radiation Detectors). The contractor shall mount NIST-purchased photodiodes in the device, and shall be connected in parallel; (2) Detectors shall be oriented in a reflectance type trap detector configuration with detectors set at or near Brewster's angle; designed for a total of five (5) reflections; Total absorption greater than 98% over the spectral range from 400 nm to 950 nm; Polarization sensitivity less than 1% over the spectral range from 400 nm to 950 nm; (3) Minimum field-of-view 6.5 deg (full angle); (4) Shall be equipped with mounting indentation on front plate for apertures. Apertures shall be in the plane of the front surface of the detector. Nominal aperture thickness 5 mil; 14 mm outer diameter (OD); (5) Aperture holder shall allow for replacement of apertures as desired; (6) Shall have mounting surface on the bottom with at least two (2) 1/4-20 tapped mounting holes; (7) Mounting for current-to-voltage converter shall be removable, protective cover cap included (for dust protection). Amplifier Specifications: (1) Amplifier shall be mountable on back surface of trap detector and shall be easily removable; (2) User-selectable gains (manual); position labeled; (3) Gain range from le4 to le8. 0.01% precision resistors from Caddock Electronics with 10 ppm/deg C temperature sensitivity coefficient; (4) Gain range of le9: 0.5% metal oxide resistor with 100 ppm/deg C temperature sensitivity coefficient. Operational Amplifier (OPA627BM): (1) Shall use capacitor connected in parallel to feedback resistors to tune roll-off frequency to 100 Hz for each gain range; (2) BNC output from I-V converter; (3) Shall able to plug into wall with AC to DC adaptor power supply (+/- 15 V) with shield (3 plug unit). The shield shall propagate to the converter housing. Physical Dimensions: (1) Trap Detector shall be four (4)" inches in diameter or narrower (square or cylindrical), Thickness: Two (2)" inches or narrower; (2) Pre-amp shall match dimensions of trap optimized thickness to minimize overall footprint. *** Delivery is required to be F.O.B. destination and is required within 120 days after receipt of order. *** The Government anticipates the award of a fixed price purchase order. This notice of intent is not a request for competitive quotations and no solicitation package will be issued. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
