Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of 41 U.S.C. 253(c), with Christopher Verzani, of Manhattan, KS, to acquire expert services for the design, construction, implementation and operation of an octapole ion beam guide and ion beam detection system. Services are required for the Atomic Physics Division, Electron Beam Ion Trap Facility at NIST. *****Sole source determination is based on the Government's need for a contractor with extensive experience in the physics and technology of highly charged ions and associated photon (x-ray and ultraviolet) and collision physics. Christopher Verzani is uniquely qualified to meet the Government's need. Dr. Verzani has gained his experience in the only U.S. laboratory that owns and runs an Electron Beam Ion Source (EBIS) similar to the one at NIST. His experience with that facility and the fact that he will bring with him specialized Octopole ion-beam guide (OPIG) hardware, to be integrated into NIST's Electron Beam Ion Trap (EBIT), that he is an expert with, make him uniquely qualified to perform the services required by NIST within the required time-frame.*****The period of performance will be a base period of one year, with an option period of ten additional months.*****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by June 25, 2003, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.*****See Numbered Note 26.
