Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of 41 U.S.C. 253(c), with YB Scientific LLC, of Rockville, MD, to acquire expert services for the upgrade and operation of the Extreme Ultraviolet Reflectometry Facility at NIST. Services are required for the Electron and Optical Physics Division, Photon Physics Group, at NIST. *****Sole source determination is based on the Government's need for a contractor with (a) extensive experience and training in both physics and engineering; (b) practical experience with the testing and characterization of optical devices; (c) practical experience with the effects of thermal changes on measurement precision; and (d) the technical ability to begin performance of required calibrations and characterizations in the Extreme Ultraviolet Reflectometry Facility at NIST immediately upon award of a purchase order. Dr. Yaniv Barad, of YB Scientific LLC, has the unique combination of skills to meet the Government's need. Dr. Barad possesses not only the education, experience and training in Physics, but the engineering expertise and experience in the testing and characterization of optical devices that are required by NIST under this procurement. In addition, Dr. Barad has experience with precise thermal control of optical characterization instruments, as well as with grating monochromators such as that used on the Refectometry Facility's major characterization instrument. The combination of skills and expertise described above make Dr. Barad, of YB Scientific LLC, uniquely qualified to perform the services required by NIST.*****The period of performance will be one year.*****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by June 25, 2003, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.*****See Numbered Note 26.
