Description
This is a combined synopsis/solicitation for commercial item prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. The solicitation is (Request for Quotation) RFQ 01-03-072. Solicitation documents and incorporated provisions and clauses are those affect through Federal Acquisition Circular 01-14. This procurement falls within the definition of North American Industry Classification Code 332322. The small business size is standard is 500 employees. SCHEDULE OF ITEMS: ITEM NO. 1: 2-column 12x12 hipped roof metal shade structure 21 EACH; ITEM NO. 2: Metal structures capable of completely covering 8-8 foot long and 5 foot 6 inch wide picnic tables while maintain a 42 inch wide gap between all picnic tables (min.size24x36)structure size 3 EACH.. SECTION 02875 SITE AND STREET SHELTERS PART 1. GENERAL Trial 1.1 REFERENCES A. American Institute of Steel Construction (AISC) B. American Iron and Steel Institute (AISI) Specifications for Cold Formed Members. C. American Society of Testing of Materials (ASTM) D. American Welding Society (AWS) E. OSHA Steel Erection Standard 29 CFR 1926.750 Part R F. Steel Structures Painting Council (SSPC-SP2) as outlined in AISC 6.5 1.2 SYSTEM DESCRIPTION A. Provide three all metal structures capable of completely covering 8 ? 8 foot long and 5 foot 6 inch wide picnic tables while maintaining a 42 inch wide gap between all picnic tables (minimum size 24 X 36). The structures shall be a minimum height of 7 feet 6 inches from top of footing to low point on the roof. B. Provide 21 all metal 2-column shade structures. The structures shall have 12 X 12 hipped roofs. The structures shall be a minimum height of 7 feet from top of footing to low point on roof. C. Design Loads: 30 pounds per square foot snow load, 100 mile per hour wind speed, exposure ?C?. D. Column to footing connection in compliance with OSHA Steel Erection Standard 29 CFR 1926.750 Part R. E. Design Method: per applicable building code. Note: Manufacturer to use three-dimensional structural analysis to determine member load and forces. F. The pre-engineered package shall be shipped as a pre-cut and pre-fabricated package that shall include the structural frame members, roof material, fasteners, and trim as well as the installation instructions. The structure shall be shipped knocked down for minimum shipping charges. Field labor will be kept to a minimum by pre-manufactured parts. No onsite welding shall be permitted. Connection bolts shall be concealed within the tubing where possible. 1.3 SUBMITTALS A. Submit a set shop drawings and a set of structural calculations signed and sealed by a Professional Engineer. B. Structural calculations shall show the following code information: Building Code used, snow or live load, and wind speed. C. References: Provide a list of at least three similar projects with contacts and phone numbers. D. Certifications: Welder certificates and AWS welding inspector certificates. E. Provide a detailed description of the paint system to be used on the structures and a manufacturer?s standard color chart. F. Provide a set of installation instructions and column footing typical designs. G. Provide a copy of the manufacturer?s warranty. 1.4 QUALITY ASSURANCE: Provide evidence of commitment of quality craftsmanship as demonstrated by the following: A. SUPPLIER QUALIFICATIONS: 1. The product shall be designed and produced at a facility owned and directly supervised by the supplier. The product shall be shipped from a single source. 2. The supplier shall have been making steel frame pre-manufactured shelters for a minimum of three years and shall list three similar projects with contacts and phone numbers. 3. Membership in American Institute of Steel Construction. 4. Membership in American Welding Society. 5. Full time on-staff quality control manager. 6. Full time on-staff AWS certified welding inspectors. B. CERTIFICATIONS Welder certificates and AWS welding inspector certificates. 1.5 WARRANTY: Supply manufacturer?s standard five-year warranty. PART 2. PRODUCTS 2.1 MATERIALS A. Structural framing: structural steel tube minimum ASTM A500 grade B or cold-formed box sections minimum ASTM A570 grade 55. ?I? beams, tapered columns, open channels, or wood products shall not be accepted. B. Compression ring: structural channel or welded plate minimum ASTM A36. C. Fasteners: ASTM A325 high strength bolts and A563 high strength nuts, ASTM A36 anchor bolts, self-drilling screws, rivets. A. Metal roofing: 24 or 26-gauge galvalume with factory finished paint system. Ribs shall be 12 inches on center. Panels shall be three feet wide, and angles shall be factory cut. Ribs shall run with the pitch of the roof for proper drainage. Forest Service to choose color from the manufacturer?s standard color chart. B. Metal roofing trim shall match the color of the roof and shall be formed from 26 gauge painted galvalume steel as follows: PANEL END CAPS shall be pre-bent to a "U" shape to fit over ridge end of roof panels. The inside of the "U" shall match the roof color. METAL RIDGE CAPS shall be preformed with a single central bend to match the roof pitch. They shall be hemmed on the sides. ROOF PEAK CAP shall be supplied on all buildings. "J" CHANNEL shall be shaped like a "J" with colored metal on the outside wrapped around 20 gauge galvanized steel core. "J" channel shall be applied all along the eave to strengthen and straighten the eave. Both colored metal and galvanized core shall have 7/16? weep holes 6? on center. EAVE SPLICE CHANNELS shall be provided to fit behind "J" channel butt joints to create strength at the joint and maintain a straight eave line. SPECIAL "J" CHANNEL CORNER TRIM shall be provided which fits over the main "J" channel to simplify final detailing of corners. 2.2 FABRICATION A. All base plates, stiffener plates, U-clips, and end plates shall be factory welded into place and bolt connection holes shall be factory cut. B. Welded connections shall be made by certified welders in accordance with AWS Specifications and be supervised by an AWS certified welding inspector. C. Factory frame finish: The steel shall be shot blasted to near white condition, then painted with a three coat painting system to a thickness of 8 ? 12 mils. The coating shall resist peeling, fading and shall adhere to the steel structure. All material shall be inspected to insure 100% coating, intercoat adhesion, proper cure, film thickness and impact resistance. The paint system shall be warranted for five years by the manufacturer to resist peeling, fading and be free of manufacturer?s defects. Forest Service to choose structure colors from the manufacturer?s standard color chart. PART 3. EXECUTION A. In accordance with OSHA Steel Erection Standard 29 CFR 1926.750 Part R: Anchor bolts shall be inside the column when practical and the structure shall be attached to the top of the concrete using four anchor bolts per column (or as specified by the manufacturer). The shelter shall be set on prepared footings or concrete slab to be provided by others. Footing details shall be submitted by the manufacturer, based on load information as provided by the manufacturer. Foundation will be constructed to local codes, and good construction practices for the specific site conditions. B. Install according to manufacturer?s installation instructions and these specifications. C. When unloading, pad forks and use other precautions to protect powder coat finish. (Do not use chains or buckets to move materials.) Field handle carefully to avoid scratching powder coat finish. Before installing roof deck, clean steel and touch up scratches and chips in powder coat finish using touch up paint from manufacturer. END OF SECTION Shade Structures for Dripping Springs Campground Evaluation Criteria 1. TECHNICAL:Past Performance: List a minimum of three similar projects with contact names and phone numbers of owners of the projects. Ability of the contractor to deliver the shelters to the site in a timely manner. 2. Design of the Structure: The structures shall be all metal, require no field welding or field drilling (damage to paint system), meet specified snow and wind loading, show placement of columns and footings, and have standard manufacturer?s colors in tan and dark brown to match the existing toilets at the site. The structure will also be rated on ease of installation (Can a general contractor erect the structure? Is special equipment needed? Are other materials needed which are not provided?). The contractor shall submit the specified welder certificates and AWS welding inspector certificates. 3. Paint System: The structures will be rated on the type, durability, resistance to fading and peeling, and warranty of the paint system. 4. Warranty: Provide information on the length of warranty and any exclusions for the warranty of the structure. 5. Contractor will state when product can be delivered to Forest Service. Items to be delivered to Dripping Springs Campground on the Ashley NF. Take Hwy 191 to Dutch John, UT. From Dutch John take the Little Hole Road to Dripping Springs Campground, which is approx. 3 miles from Dutch John. Please call Valton Mortenson at (435) 781-5147 to coordinate delivery of the supplies. Estimated delivery date is September 8, 2003. Offerors are to include a completed copy of the provisions at FAR 52.212-3 Offer Representation and Certifications-Commercial Items with offer. FAR Clause 52.212-4 Contract Terms and Conditions-Commercial Items applies to this procurement. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items applies to this procurement.
