- Description
- Roundtrip movement of courier material and a maximum of two couriers with personal baggage between the airports and the contractor's hub, within a 24 hour period or less (except Honolulu) on the days specified in the Schedule of Supplies/Services. The material is to be loaded onto the contractor's planes located at the airports and flown to the hub. The material will be exchanged and reloaded onto the aircraft for the return flight to the airport for next day delivery. If the contractor has more than one hub, the Government will select the location(s) which best meets its needs. The hub will also function as an airport. AIRPORTS: Anchorage AK, Baltimore-Washington DC IAP, Denver CO, Honolulu HI, Jacksonville FL, Norfolk VA, Oakland CA, Omaha NE, Roosevelt Roads PR, San Antonio TX, Seattle WA, San Diego CA. Carrier shall provide a secure access facility at the carrier's hub, which must include office space for the couriers. To be awarded a contract under this solicitation, prospective offerors must satisfy all DOD Commercial Air Carrier Quality and Safety Requirements as described in 32 CFR, Part 861.3. Further, the contractor is required to be a member of the Civil Reserve Air Fleet, if eligible, and possess a curent FAA air carrier operating certificate. Be advised that all interested parties must be registered in the Central Contractor Registration database in order to receive a contract award. This requirement is for a base year, 1 Oct 03 thru 30 Sep 04, and four one-year option periods under FAR 52.217-9, and a not-to-exceed 6 month extension under FAR 52.217-8.
