- Description
- The Centers for Disease Control and Prevention (CDC), National Center for HIV, STD and TB Prevention contemplates awarding a contract to evaluate the sensitivity of oral fluid Western blot compared with the serum Western blot as a test to confirm the presence of HIV antibodies in persons with a reactive Oraquick ™ screening test. In order to permit the necessary comparisons, the contractor will be required to obtain whole blood, oral fluid, and serum specimens from 500 persons from six separate sites, for a total of 3,000 persons, and perform HIV antibody testing on these specimens. All volunteers must be HIV-infected who have not received anti-retroviral therapy. This project is considered research involving human subjects and will, therefore, require Institutional Review Board approval for each site. It is anticipated that a firm-fixed-price contract will be made. The performance period for the contract will be 16 months. This will be a full and open competition requirement. The NAICS code for this procurement is 621511. See Numbered Note 26. Upon issuance, the RFP will be available on the Internet at www.eps.gov. The date specified for receipt of offers will be approximately 30 days after the solicitation issue date. The solicitation issue date will be on or about April 18, 2003.
