- Description
- FISC Norfolk will be soliciting for logistical, engineering, and technical services to support specific task areas for aircraft carrier Maintenance Support Centers (MSCs), Integrated Logistics data management, and Interactive Engineering and logistics software on-board aircraft carriers (CV/CVN) and other Battle Group Support Vessels. This contract will be for a base period of twelve months and NINE option periods to extend under FAR 52.217-9, Option to Extend the Term of the Contract (10 year contract). FAR 52.217-8, Option to Extend Services will be included in the solicitation and resulting contract which allows the government to extend up to 6 months after option periods at the same cost. The type of contract will be an Indefinite Delivery, Indefinite Quantity, Cost Plus Fixed Fee (CPFF) with task order provisions. The estimated man hours for the base period is 119,970 regular hours and 4,300 overtime hours the option periods increase approximately 10% each year. The estimated start date will be on or about 24 Dec 2003. This procurement will be solicited as a negotiated procurement. The Request for Proposal (RFP) Number for this procurement is N00189-03-R-0029 and will be solicited unrestricted. Large Business firms will be required to submit a Sub-Contracting Plan which must meet the following subcontracting goals based on total contract dollars: Small Business 23%; Woman Owned Small Business 5%; Service Disabled Veteran Owned Small Business 3%; Small Disadvantage Business 15%; and Hub Zone 3%. Source Selection will be made based upon the offer providing the ?best value? to the Government price and other factors considered. The North American Industry Classification System (NAICS) Code is 541330 and the size standard is $23.0 Mil. The solicitation will be posted on FEDBIZOPPS located at: http://www2.eps.gov and on the NECO web site located at: www.neco.navy.mil . The solicitation will not be mailed to offerors. The offerors are responsible for downloading the solicitation off of the web site. This is a follow-on procurement of contract number N00406-98-D-5152 with AMSEC LLC, of Virginia Beach, VA
