Description
The National Park Service intends to issue a concession prospectus within the next 14 days for the continuation of lodging, food and beverage service, merchandise, and firewood sales at Ozark National Scenic Riverways, near Van Buren, Missouri. The lodge, restaurant, and cabins are located adjacent to the main park road (State Highway 103) and the cabins are on a loop road above the lodge and restaurant facility. The Big Spring Lodge and Cabins are an existing concession operation dating back to the 1930's. The business provides overnight accommodations, and food and beverage service on a seasonal basis. The restaurant has a seating capacity of approximately 55, with the opportunity to sell local handcrafts and related merchandise. The lodging consists of 15 rustic cabins of various sizes. Eleven of the cabins contain kitchen appliances. The concession operation also provides firewood for visitors and campers - services that are also seasonal in nature. The prime operating season is the Saturday before Memorial Day through Labor Day. The shoulder season is April 15 through the Saturday before Memorial Day, and Labor Day through October 15. The annual gross receipts for the past few years have been between $93,500 - $154,000. The new concession contract will be for 8 years. The National Park Service has determined, in accordance with 36 CFR Part 51, Subpart F, that the new concession contract is a qualified concession contract and the anticipated gross receipts are not expected to exceed $500,000 in the first 12 months. As a satisfactory operator, the existing concessioner is a preferred offeror and has a statutory preferential right of renewal to the award of a qualified (new) concession contract as provided for in P.L. 105-391, Section 403 and 36 CFR 51, Subpart E. Under the right of preference, if the proposal submitted by the existing concessioner is not selected as the best proposal, the National Park Service will advise the existing concessioner of the better terms and conditions of the best proposal that the existing concessioner must match. If the existing concessioner does so (by amendment of its proposal) within the time allowed, it will be selected for award of the concession contract. If it does not, the offeror that submitted the best proposal will be selected for award of the contract. Any offer, including that of the existing concessioner, must be received in the Concession Management Office of the National Park Service in Omaha, Nebraska, Midwest Regional Office, 1709 Jackson Street, Omaha, NE 68102 no later than 4:00 p.m. on the response date shown above, in order to be evaluated and considered for an award of a concession contract to provide visitor services in Ozarks National Scenic Riverways. Parties interested in obtaining a prospectus should contact Chris Ward, Deputy Superintendent, Ozark National Scenic Riverways, P.O. Box 490, Van Buren, MO 63965.
