- Description
- The Department of the Interior, Minerals Management Service (GovWorks), intends to make a sole source award to Aeronix Inc. This non-competitive action is being issued by GovWorks under the authority of the Department of Interior Franchise Fund on behalf of the United States Naval Research Laboratory (NRL). The acquisition action is to be funded as a sole source contract for development of a single baseline ground system, Improved Communications Equipment - reduced (ICEcube), to replace three (3) types of operational ground systems and the Operations and Maintenance support system for NRL. This procurement is for the design, development, and deployment of the ICEcube system, and consists of system engineering, software development, hardware development, system integration and testing, documentation and training support. It is necessary that the Contractor provide the following expertise for the accomplishment of these objectives: experience and knowledge of existing operational ground and maintenance systems; experience and knowledge of existing ICEcube high speed data acquisition and analysis software; ICEcube Field Programmable Gate Array (FPGA) design and implementation; ICEcube Peripheral Component Interconnect (PCI) interface card design and implementation; ICEcube PCI drivers for Solaris; ICEcube ground station operations; and ICEcube quantity hardware production and testing. Aeronix has been working with the ICEbox system for the last 11 years and is intimately familiar with the technologies and programmatics of the system. For another contractor to develop the same skills and expertise with the unique aspects of the system would delay the project unacceptably and result in prohibitive cost duplication. The intent of this synopsis is for informational purposes only. This is NOT a request for competitive quotes. However, all information received within five (5) days of this notice will be considered by the Government. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
