- Description
- The Bureau of Reclamation has a requirement for armed and unarmed guard services for Davis Dam. This requirement will be filled through award of a combination firm fixed-price and IDIQ service contract. The contract will include a base calendar year performance period, commencing on September 1, 2003, with four one-year option periods. The services that will be procured under this contract are required to replace an existing contract which expires on August 31, 2003. The Contractor shall provide two uniformed, armed guards and one uniformed, unarmed guard to provide security presence at Davis Dam and Powerplant. Security presence is required 24 hours a day, seven days a week, 365 days a year. The armed guards shall periodically patrol the area from the administrative parking lot to the spillway area and visually observe the dam embankment, roadway, bridge, vehicle storage and maintenance area, and the downstream river area below the spillway and powerplant to the river buoy line and security fence. The distances from the administration building to the embankment and spillway area are approximately 150 yards and 300 yards respectively. The unarmed guard will be stationed in the administration building. Task Orders can be issued for temporary or non-recurring guard services. The Contractor shall be fully licensed in the states of Arizona or Nevada to perform the work at Davis Dam. Similar work requirements are currently being advertised for Parker Dam under RFQ No. 03-SQ-30-8006. The work is located at Davis Dam which is on the Colorado River, approximately 2 miles north of Bullhead City, Arizona, in Mohave County, Arizona, and Clark County, Nevada. A pre-proposal site tour will be scheduled for all interested parties (the date and time will be provided with the solicitation). This acquisition is restricted to competition among firms certified for participation in the SBA 8(a) Program in Arizona or California, and 8(a) firms that have an established branch office in Arizona or California. Offers from all other concerns will not be considered. The North American Industry Classification System (NAICS) code for this acquisition is 561612. We will issue a Request for Quotes (RFQ) in the form of an electronic solicitation which will include a statement of work, instructions to offerors, and required certifications. This acquisition will be pursued in accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items. Award will be made using best-value, source-selection procedures incorporating tradeoffs between price-related and non-price-related factors. The estimated issuance date of the solicitation is on or about June 25, 2003, and the anticipated due date for quotes will be 21 days thereafter. All dates in this announcement are estimates and are subject to change. The actual dates will be included in the solicitation. No documents will be available until the solicitation is issued. The RFQ will only be issued electronically via www.FedBizOpps.gov. The electronic documents will be in Adobe Acrobat PDF. The Government reserves the right to issue the solicitation on paper, CD-ROM, or by other electronic methods if the FedBizOpps (FBO) web site becomes inoperable or if the Contracting Officer determines it is in the Government's best interest to do so. Offerors should either register at FBO to be included on the offeror list in order to receive notifications pertaining to the solicitation, or visit the FBO web site after issuance to download the solicitation and any subsequent amendments and notices.
