Description
Provide all labor, material, equipment and transportation necessary to repair the timber pier, relocate the fire water and sewer lines, brace and coat guide piles, and install cathodic protection at U.S. Coast Guard Station Yaquina Bay, Oregon. The work includes but is not limited to the following: (A) Remove nine existing parking blocks from the timber pier, and remove three feet of the existing 2 inches asphalt from its eastern edge on the pier to the second 3x12 stringer inboard of the first 10x12 stringer; (B) Demolish the existing 74 inches square wooden utility shack located on the pier. Secure the fire sprinkler system in the covered mooring. Remove the existing air compressor from inside the shack for later reinstallation; (C) Remove the existing 3x6 and 6x6 decking from the eastern edge of the pier to the second 3x12 stringer inboard of the first 10x12 stringer; (D) Demolish and replace 27 square feet of 3x6 decking and 2 inches asphalt from the western end of Bent 10; (E) Demolish and replace the existing steel splice plate at the western end of Bent 10; (F) Demolish and replace the existing 4x12 stringers and 4x12 blocking located east of the eastern 10x12 on the pier. This will result in the framing plan changing from two 4x12s to three 4x12s from the eastern edge across to the first 10x12; (G) Demolish and replace the eastern 6ft-6in of the existing 12x14 pile caps at Bents 9,11, and 13; (H) Demolish and replace the existing 6x12 headers and 6x12 splice blocks at the eastern edge of the pier, Bents 9-15; (I) Demolish the existing timber handrail on the timber pier. Install a new aluminum handrail with chain-link around the timber pier. The new aluminum handrail is to match the existing handrail on the adjacent concrete pier; (J) Install new 3x6 and 6x6 decking from the eastern edge of the pier to the second 3x12 stringer inboard of the first 10x12; (K) Apply 30-lb AST felt filter fabric, tack coat, 2? asphalt concrete paving and seal coat to all new decking. Increase the asphalt paving to a maximum of 9 inches at the eastern end of Bent 15 to match the existing concrete pier. Re-install the eight existing parking blocks; (L) Install a new 74 inch square pre-fabricated shed and reinstall the existing air compressor on the pier; (M) Apply a new 80-mil polyurea coating to the twelve existing steel guide piles for the Station?s floating docks; (N) Install new timber cross-bracing for 2 steel piles on the northern dock; (O) Demolish the existing sewer system and provide a new sanitary sewer system under the pier. Existing vent pipes and floor drains connected to the sewer piping shall remain and be reused; (P) Demolish the existing fire water line and provide a new fire water line under the pier. The period of performance is 120 calendar days after Notice to Proceed. This procurement is estimated between $250,000.00 and $500,000.00 and is open to both small and large business. The North American Industry Classification System (NAICS) for this procurement is 238990. Size Standards is $12.0. NO TELEPHONE REQUESTS WILL BE ACCEPTED. This solicitation can be downloaded from the http://www.eps.gov on approximately 25 June 2003. If it does not appear on that day, please check back daily. The due dates for bids will be approximately 29 July 2003. This date is estimated and may change. For security reasons all Coast Guard drawings are only available through the Federal Technical Data Solution (FedTeDS), which will have a separate link on the FedBizOpps web page, identified as Technical Data Package. Offerors will need to register with FedTeDS and receive a user name and password to be able to download Coast Guard drawings. All responsible sources are encouraged to respond. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
