Description
NA The USPFO for Pennsylvania has a requirement to enter into an agreement with a contractor to provide all resources necessary to perform Full Food Service Dining Facility Operations Service for the PA Army National Guard, 166th Regiment, Eastern ARNG Aviati on Training Site (EAATS) and other customers at building 8-71, Fort Indiantown Gap, Annville, PA and a Tactical Field Site (area) as defined in the Statement of Work. The Government's intent is for the contractor to provide all supervision, labor and supplies required to operate a dining facility on Governmnet furnished property and potentially provide catering services for official functions. The contractor shall oper ate in accordance with the Statement of Work but is free to develop creative new ways to improve or increase service or sales. Meals served in fiscal year 2002 totaled 218,521. Contractor shall develop a method or procedure for individuals or agencies to pay the contractor for any meals consumed by the individuals or agencies. Contractor shall be capable of receiving payment via Government Purchase Order, Government Purchase Card or individual credit card or cash. Contractor may be called upon to open d ining facilities in addition to building 8-71 under the terms and conditions of the contract. Additional dining facilities will be equipped comparably to building 8-71. The rates chargable for meals served in additional dining facility shall be the same as those outlined in original agreement. However, contractor may be paid for set-up and closing costs of the additional dining facility through a negotiated agreement. The Government will evaluate proposals on a Best Value basis, where a trade off process will be utilized to consider award to other than the lowest priced offeror. Price shall not exceed $28.00 per student per day. Non-priced evaluation factors, when com bined, are approximately equal in importance to price. Non-priced Criterion in order of importance: 1. Technical Proposal in terms of; a)Experience in full food service contracts, including Military FFSC, b)Maximum throughput in projection of numbers of persons fed per minute with minimum facility alterations, c)Capability in various forms of cash collection, including credit cards and electronically coded meal cards, d) Sanitation Plan addressing compliance with TB MED 530, e) Quality Control Plan, f) Me nu variety. 2. Past Performance. It will be to the advantage of each potential offeror to provide sufficient detailed information with their proposal, addressing the Best Value criteria for Government evaluation. The estimated RFP availability will not be before 15 calendar days after th is announcement publication. The projected Proposal due date will be no less than 30 calendar days after issuance of the RFP. All requests for solicitation packages shall be in writing. Telephonic requests will not be honored. Inquiries from subcontrac tors or suppliers will not be accepted. Only written inquiries for bidders list will be honored.
