Description
1. Introduction. Thank you for your interest in the Air Force Services Agency?s (AFSVA) Request for Information (RFI). There is no solicitation available at this time. This is not a Request for Proposal (RFP). Requests for a solicitation will not receive a response. This synopsis is for information and planning purposes only and does not in its issuance restrict the Government as to the ultimate acquisition approach. AFSVA requests information on commercial off-the-shelf (COTS) enterprise resource planning (ERP) software suites as support for the AFSVA plan to streamline the Non-Appropriated Funds (NAF) accounting, payroll, and time management processes To allow you to provide your response to this RFI, we have included in-depth information about AFSVA?s business processes and detailed information systems requirements at our web site at http://www.afnafpo.com/www-r/Links/AFNAFPO_BusinessOpps.htm or, if necessary, the information may be requested from the AFSVA contracting officer named in paragraph 2. 2. Respondents Replies to RFI. To maintain consistency in the process, vendors are requested to use the structure outlined below for their response. ? Cover page with vendor name and address, as well as contact information for the vendor representative. ? Response to the substance of this RFI. ? Brochures and/or other literature. For any required functionality that will be provided by a third party vendor, please identify the integration with your application and include information about the vendor and the application. Description. The Air Force Services Agency (AFSVA) is requesting information on sources capable of providing COTS hardware and software, as well as design tailoring, development, test, implementation, fielding guidance, and sustainment services to achieve a single information system, which supports all of the Air Force Services entities worldwide as well as associated reporting and decision making processes. Respondents may be single entities or teams from any combination of any Federal Department/Agency or a commercial firm (both referred to as the Firm). 4. Scope. The scope of this RFI is to examine COTS accounting, payroll, and time management systems in order to determine the potential for adapting to the AFSVA financial system in a single, shared service center environment. Included in the scope is a request for demonstration. 5. Background Information. The AFSVA mission is to help field commanders increase combat capability and improve programs promoting readiness, esprit de corps, and quality of life for Air Force personnel. This mission is accomplished through excellence in core competencies, focused innovation, and systematic delivery of products and services to meet the Air Forces constantly changing needs. AFSVA offers a full range of military and community support programs at most major AF installations. Programs such as troop support, dining facilities, libraries, and fitness centers directly support the unit readiness mission by providing a physically and mentally fit force. AFSVA is a globally distributed major business operation that can be compared to a Fortune 500 commercial company: For AFSVA to provide the highest possible service to AF personnel, a business process re-engineering study was conducted. By examining industry best practices, it was found that consolidation of the accounting functions into a Shared Service Center (SSC) and replacing the existing accounting system would best support the agency?s goals and mission. 6. Demonstration. AFSVA may request software demonstrations be performed at HQ AFSVA, San Antonio, TX during July, 2003. Test cases have been developed to assist vendors in demonstrating their software applications. This test data will be available not later than 16 June 2003. Demonstrations will be done on government equipment using government furnished test data using various transmission speeds to best simulate the actual conditions out in the field. 7. Demonstration Requirements. COTS applications are needed that can capture the financial picture at the activity level to gauge the financial health of each activity as follows: A. Base Transactions. A web interface for entering daily cash deposit information. B. Financial Reporting. Financial reporting provided to all levels of management. C. Security. PKI authentication for user access (either integrated or by third party software). D. Auditing. Integrated comprehensive auditing capability required. E. Reporting. Standard financial reporting as well as profit and loss statements, cost center income statements, etc. with a ?drill-down?. F. Database. Relational and ODBC compliant schema enforcing internal database consistency. G. Test Data and Cases. Detailed test data and cases will be provided to respondents wishing to conduct demonstrations. Test data will be based on, but not limited to, the activities included in the cases detailed at www.afnafpo.com 8. Additional Requirements. Respondents are requested to please reply to the following information needs: A. Any third party tools and costs that are required for providing the necessary functionality. B. Your company's ability to provide a viable system solution for AFSVA. Include in your summary your company's market share, financial condition, competitive advantage, corporate strategy, offices, and support infrastructure in the Southwestern U.S. C. Support capability and level of commitment of your company and the size of the support staff (i.e., help-desk, and the number of application and technical consultants by geographic region.) D. Describe your training and implementation deployment capability. E. Describe the frequency of upgrades and patches and how often training manuals are updated. F. Provide the frequency of major upgrades (including costs if any) offered. G. Whether minor version upgrades free of charge or included in the maintenance charges. H. The number of versions/releases of your software your company currently supports. ? Request you include a cost estimate and describe basic contract requirements/service level agreements, including financing options and the source code ownership I. Provide the suggested hardware/software infrastructure required to deploy and support your solution at AFSVA. J. Recommend a common application database and describe the best way for users to communicate and interface with your solution. K. Provide a list of similar level of effort customers. 9. Application Procurement Costs. Request respondents provide method of licensing costs (per user, concurrent user, per processor, per power unit, or other). Note: AFSVA estimates the number of potential users is 2,111 of which 500 will require unlimited licenses. The government estimates no more than 750 concurrent users. 10. Application Implementation and Sustainment Costs. Request respondents: ? Define recommended implementation on-site consulting services and provide estimated costs. ? Recommended installation, user, and ?train the trainer? training and provide estimated costs. ? Provide software support/subscription costs for minor and major releases. ? Describe on-site, telephone and on-line service application support services and provide estimated costs. ? Provide documentation for gaining Office of the Secretary of Defense (Comptroller) approval to proceed with COTS financial Enterprise Resource Planning application purchase. 11.
