Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, a written solicitation will not be issued. Solicitation No. F33601-03-T-0127 is issued as a Request for Quote (RFQ). This solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular 2001-05. The associated NAIC Code is 339111-500 employees. This RFQ has one line item. 1 Each ? XRF Analysis system including: 1) X-Ray fluorescence spectrometer for quantitative elemental analysis with tungsten target micro-focus X-Ray tube and adjustable high voltage of 10; 30; and 50kV tube power and X-Ray detector resolution of FWHM: 210eV (Mn-K?) or better 2) Built in high resolution video imaging with 100X sample magnification capability 3) XRF analysis and video imaging done from top down onto a programmable XYZ sample stage with positioning precision of .01mm or better and travel range in X,Y + Z directions of at least 20cm X 15cm X 10cm respectively. The sample stage must accommodate samples 15cm X 15cm X 15cm. 4) X-Ray collimator for 200micro-meter X-Ray beam spot size 5) Programmable state of the art system control software including Fundamental Parameters elemental analysis capability and integrated control of the whole system including picture in picture image as well as full screen display of the video image. 6) Laptop computer for system control and analysis and imaging software operation. 7) System power supply standard 115VAC. No vacuum or liquid nitrogen cooling. 8) System should be transportable with maximum system weight not to exceed 275 Lbs. 9) This system should be adaptable to the imaging system for particle analysis developed by UDRI. A WRITTEN SOLICITATION WILL NOT BE ISSUED. Required Delivery date is 2-4 weeks after receipt of the purchase order (approximately 18 Jul 2003). FOB POINT IS DESTINATION (Wright-Patterson AFB OH 45433). Quoted prices must be ?delivered? (F.O.B. Destination) prices. Item to be delivered to: AFRL/PRTM, Attn: Jon Dell, 1790 Loop Road North, Bldg. 490, Room 215, Area B, Wright-Patterson AFB. Ohio 45433-7103. Net 30 Payment Terms. Government Contract Financing will not be provided for this acquisition. Destination. Copies of all provision and clauses, including the Representations and Certifications, are available at http://www.farsite.hill.af.mil. Evaluation will be based on overall best value to the Government. Evaluation factors are technical acceptability, price and past performance. All offerors shall return a copy of FAR 52.212-3, Offerors Representations and Certifications?Commercial Items. Each contractor shall submit a list of 3 companies, name, address, point of contact and telephone number of similar items provided. The Government will make an award from this RFQ to the responsible quoter whose quote will be most advantageous to the Government. The Government reserves the right not to make an award at all.
