Description
It is the intent of the National Library of Medicine (NLM) to procure professional grant program support services from Susan M. Sparks, Clearwater, Florida. The purpose of this procurement is to acquire professional grant program support services for the National Library of Medicine (NLM) in conducting its extramural program grant activities. Independently, and not as an agent of the Government, the Contractor shall provide professional support services for NLM in conducting its grant programs, particularly in the areas of Small Business Innovation Research Grants, publication grants, conference grants, certain research contracts and purchase orders. At the direction of the Project Officers, the Contractor shall accomplish program support tasks for NLM. The following are representative tasks: 1) Publicize the programs to the appropriate communities. Many of the NLM grant programs are of potential use to members of the community who are less likely than are University faculty to be aware of NLM programs. Informing the community about our programs through selective use of print and electronic announcements, and through personal interaction in suitable forums is an important element of a successful grant program. 2) Respond to inquires from prospective applicants. Many of our applicants are unfamiliar with program details, or application processes at NIH, and need significant support during the application process. 3) Conduct knowledgeable screening to ensure applications assigned to NLM fall within the NLM mission and are assigned to the appropriate program. Because completing an NIH grant application is complex and time-consuming, NLM considers it important that inappropriate or unwanted applications are aborted with as little loss of applicant time and expense as possible. 4) Counsel applicants regarding the significance of Summary Statements and on methods of reapplying. Results of a review, as presented in a Summary Statement, are often difficult to interpret for novices who wish to reapply. Proper counseling is vital for those who hope to prepare a successful revised application. 5)Assist in arranging for peer review. Many of NLM?s applications touch novel areas and require correspondingly novel expertise with adequate attention to gender and diversity. Although Contractor is not responsible for formally evaluating the merit of an application, Contractor will help identify potential reviewers in such instances for potential use by Project Officer for coordination with the Scientific Review Administrator.6) Provide Project Officer with supplementary information useful for evaluating merit of the application and suitability for funding. Contractor has no responsibility for deciding merit of applications or in selecting applications for awards, but may be called upon to provide incidental supplementary information to those evaluate merit and participate in the award selection process. 7) Provide Project Officer with information relevant to establishment of budget and of budget changes. Contractor has no authority for approving budget or budget changes, but is responsible for transmitting to Project Officer all information relevant to grant budgets.8) Advise Project Officer regarding need for revision of existing programs, and need for new programs. Contractor has no authority for creating or modifying NLM grant programs but is expected to call attention of Project Officer to areas that might benefit from revaluation as suggested by Contractor?s experience in the field with applicants. 9) Interact as needed with the NIH IMPAC system to carry out responsibilities. The NIH grant process, from application through award and oversight, is administered through the IMPAC database system. Contractor will interact with the system as needed to carry out responsibilities and will be expected to maintain expertise as the database system evolves. Such interaction does not empower Contractor to make changes or entries in the IMPAC databases. The Project Officer, if necessary, must perform such entries, a) Report to Project Officer and Division Director on Status of Assigned Responsibilities. Contractor will provide overall report on all activities and on the state of each program in the portfolio as needed but at least twice yearly. b) Perform other grant support tasks as required by the Project Officers. A significant portion of NLM's mission is conducted through grant awards to investigators and specialists across the nation who can conduct projects that further the mission of NLM. The Division of Extramural Programs (EP) of the National Library of Medicine provides policy guidance, program development, evaluation, coordination and overall operational and administrative management for extramural programs supported by the National Library of Medicine. Because of the Administrative hiring freeze on positions GS-12 and above, we are unable to fill our Program Officer vacancy via the normal Federal hiring process. Therefore, we have submitted a contract request to obtain the services of Dr. Susan Sparks, the former incumbent in this position. Dr. Sparks? direct responsibility of NLM contracts and her extensive knowledge of NLM contract procedures, and training, makes her the best candidate to fill this vacancy. Furthermore, the training and acclimation time for her is judged to be significantly less than for any other candidate at this time. She is an unusually well qualified candidate, and it would very difficult to match the breadth of skills she can bring to this position. The proposed acquisition will be procured under FAR Part 13 - Acquisition for Non-Commercial Items. This is not a Request for Quotation (RFQ), nor is an RFQ available, however, all responsive sources may submit a proposal in a timely manner which will be considered by NLM. Firms interested in responding to the notice must be able to provide the referenced book as specified above. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. Proposal must include pricing information.
