- Description
- Y ? The Government intends to issue an Invitation for Bids (IFB) for the modernization of the Southern Plains Range Research Station (SPRRS) Phase 1, which is located in Woodward, Oklahoma. The modernization will consist of constructing a new lab/office building onto an existing building, construction of a new greenhouse onto an existing Headhouse, renovating the existing Headhouse, renovating other existing buildings, site work, road work and as an additive bid item, constructing another new greenhouse. The completion time is 14 calendar months after the receipt of the notice to proceed. The Estimated Cost of Construction (ECC) for the project is between $5,000,000 and $10,000,000. It is planned that this procurement will be conducted on an unrestricted basis in accordance with the Small Business Competitive Demonstration Program and under sealed bidding procedures. Large Businesses will be required to submit a subcontracting plan with goals for small, small-disadvantaged, woman-owned small, HUBZone small, and service-disabled veteran-owned small businesses. A bid bond and Miller Act Performance and Payment bonds will be required. It is intended that Solicitation No. 20-3K15-03, including specifications and drawings will be available for viewing and downloading on FedBizOpps (www.fedbizopps.gov) on or about June 18, 2003. Firms who download this package must send an e-mail to the Contracting Officer at djacobs@ars.usda.gov. A minimal number of plans and specs will be available for purchase on or about June 18, 2003, for a non-refundable fee of $300. The request and the checks or money orders MUST BE SENT TO: USDA, ARS, FD, Facilities Contracts Branch, Attention Debra Jacobs, Contracting Officer, 5601 Sunnyside Avenue, Mailstop 5124, Beltsville, MD 20705. The checks or money orders are non-refundable and shall be made payable to: USDA, Agriculture Research Service. Cash, credit cards, and two-party checks will not be accepted. TELEPHONE OR FACSIMILE REQUESTS FOR THE SOLICITATION PACKAGE WILL NOT BE ACCEPTED. A single pre-bid conference and site visit is scheduled for July 9, 2003. Minority business contractors are asked to attend the pre-bid conference and provide copies of their business resumes to potential prime contractors for possible subcontracting opportunities. Bid opening is scheduled for Tuesday, August 5, 2003, 2 pm (EST) at the George Washington Carver Center, 5601 Sunnyside Avenue, Beltsville, MD 20705.
