Description

The purpose of the Commercial Law and Economic Regulation (CLER) Program is to provide technical assistance to the Republic of Armenia in the areas of commercial law, trade policies, and economic regulation. This program will provide technical assistance, training, and commodities to selected counterparts, including the Ministry of Finance and Economy (MFE), the Ministry of Justice (MOJ), the Ministry of Trade and Economic Development (MTED), the State Procurement Agency (SPA), the Economic Courts, the State Commission on the Protection of Economic Competition (SCPEC), and the Multi-Utility Regulator (MUR). The program?s goal is to facilitate the reform process of Armenia?s legal, regulatory, and administrative entities that promote the development of commercial law. Although much of the legislative framework has been enacted, much work remains to refine this legislation and to strengthen those institutions that are responsible for implementing and enforcing this legislation. This program will focus on other elements related to creating an environment that supports the growth of the private sector, including commercial law, trade policy, and economic regulatory bodies that promote fair competition.
