- NASA/LaRC plans to issue an Invitation for Bids (IFB) for Service and Materials to Replace Control Centers for Compressors One, Two, and Three, Building 1247E, West Area. The work to be performed includes, but is not limited to, the following: 1) The removal of three compressor control centers. Each control center consists of a low voltage motor control center, a medium voltage and field application section, an instrumentation section and a DC power supply. The low voltage motor control center contains motor starters, cicuit breakers, and transformers for the control of valves and other associated auxiliary equipment. The medium voltage and field application section contains a medium voltage air circuit breaker and a DC field contactor. The instrumentation contains analog pressure gauges, analog temperature gauges, a digital temperature meter and pressure transducers. The Contractor shall also be responsible for the removal of any other vestigial material associated with the control center and not designated for reuse in the new equipment. 2) To replace the low voltage motor control center, the Contractor shall provide a new 3 vertical section motor control center. To replace medium voltage and field application section, the Contractor shall provide a new purpose-built, medium voltage, synchronous motor controller. The controller shall contain a field application panel to provide power, control and protection for the field windings of the synchronous motor. Protective relays and metering shall be provided as an integral part of the controller. The replacement instrumnentation section shall be provided with digital indicator/controllers that have programmable sets of contacts which shall operate in an alarm condition and new pressure transmitters. For the replacement of the control centers, the Contractor shall be required to reconfigure floor penetrations and provide cable terminations. 3) All of the equipment described above shall be provided by the Contractor configured as shown on the contract drawings and shall conform to the appropriate specification sections. The order of magnitude for the procurement is Between $250,000 and $500,000 and the effort shall be completed within 360 calendar days after notice to proceed. The NAICS Code and small business size standard for this procurement are 238210 and $12.0 Million, respectively. The anticipated release date of the IFB is on or about June 20, 2003 with an anticipated offer closing date of on or about July 22, 2003. The firm date for receipt of bids or proposals will be stated in the IFB. Drawings will be available from the Bid Distribution Office at 757-864-2547. All responsible sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement [with the exception of the drawings] will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
