Description
The General Services Administration (GSA) hereby notifies of intent to issue a Request for Proposal (RFP) in a negotiated procurement for the Old State Build-Out Project at the Harry S. Truman Building, Washington, DC. This project primarly involves limited demolition of selected areas of the building; the restoration of areas of historical importance, such as the main entrance lobby on 21st Street, elevator lobbies and certain offices; the rehabilitation of areas of secondary historical significance, such as corridors and existing stairs; and the construction of new spaces including offices, toilet rooms, a conference center, an auditorium, a computer center, and new stairs. The Base Bid work involves architectural, structural, mechanical, electrical, plumbing, fire protection, telecommunications, and some environmental abatement. The scope of Option No. 1 includes the relocation of a frame room, and electrical UPS upgrade work The scope of the Option No. 2 work includes restoring landscaping, sidewalks and pavement to the conditions existing prior to the start of the comprehensive building renovation program, of which this contract is only a part. The Base Bid plus the two Options have an estimated construction range of $30,000,000 to $40,000,000. The Contractor must provide all management, supervision, labor, materials, supplies and equipment (except as otherwise provided), and must plan, schedule, coordinate and assure effective performance of all construction to meet GSA and client agency requirements. Competitive formal source selection procedures will be used in accordance with FAR 15. The contract will be Firm Fixed Price. The Government will award to the the lowest price technically acceptable proposal (See FAR 15). The following Technical factors will be evaluated: PAST PERFORMANCE - The quality of the offeror?s past performance in carrying out the work of a similar nature with reference to such aspects as quality of service rendered, control of exigencies (changes and claims), budget control, timeliness, business integrity and technical success. The effectiveness of the offeror?s management of the administrative aspects of performance, their willingness to cooperate with or assist with routine matters and unexpected difficulties will also be evaluated. 2) EXPERIENCE ?The Offeror must demonstrate its experience as a General Contractor responsible for the construction of at least two (2) similar projects within the past five (5) years. This solicitation is not set-aside for small business; however, this procurement is being made under the Small Business Competitiveness Demonstration Program. Size Standard NAICS 233320--$27.5 million. GSA is committed to assuring that maximum practicable opportunity is provided to small, small disadvantaged, HUB Zone, veteran-owned and woman-owned business concerns to participate in the performance of this contract consistent with its efficient performance. GSA expects any subcontracting plan submitted pursuant to FAR 52.219-9 to reflect this commitment. The RFP will be available for issuance on or about June 20, 2003, and will be due July 21, 2003. Copies of the procurement volume will be posted on the Electronic Posting System (www.eps.gov). Discs containing the technical specifications and drawings will be available ONLY to those contractors who comply with and meet the requirements of the ordering form and instructions contained within the procurement volume.
