- NAICS Code: 541710 The Environmental Protection Agency (EPA) intends to negotiate on a sole source basis under the Simplified Acquisition Procedures with Ciphergen Biosystems, Inc., 117Great Valley Parkway, Malvern, PA 19355 to conduct a proteomic screening of testis and epididymis tissues from neonatal rats exposed to dibutyl phthalate during reproductive development utilizing ProteinChip technology. The period of performance is anticipated to be one year from date of award. The unique capability of the Protein Chip technology is that it provides for the separation and detection of molecules on a single platform and requires small amounts of protein. EPA believes Ciphergen Biosystems, Inc., is the only vendor capable of providing the required services. The circumstance permitting "other than full and open competition: is FAR 6.302-1 -- Only one responsible source and not other supplies or services will satisfy Agency requirements. The North American Industry Classification System (NAICS) Code 541710, with a small business size standard of 500 employees, is applicable. Interested parties who believe they can provide the required services may submit written qualifications fully explaining their capabilities within 15 days of this announcement. The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide evidence of the capability of performing aforementioned services and instead choosing to merely submit a routine letter requesting a copy of the RFQ will not be honored.
