- This procurement is UNRESTRICTED and the resultant contract will be acquired through Source Selection Procedures. Award will be based on best value to the Government considering price and non-priced factors stated in the solicitation. The North American Industry Classification System (NAICS) code is 236220. The purpose of this acquisition is to successfully award a contract for the construction of a new facility for the Security Forces Squadron Headquarters located on Bolling Air Force Base. This project consists of construction of a new facility for the Security Forces Squadron (SFS) Headquarters located on Bolling Air Force Base. It will be a single story building with a gross area of 1,250 sq.m. It will consist of structural reinforced masonry walls. The facility will have space for law enforcement, control elements, resource protection functions, personnel security, information security, and security forces training and will have parking around the building. The building will be approximately 41m long and 30m wide and 9.15m high. The site is almost completely paved and beneath the asphalt pavement is a concrete apron that is between 200mm and 300mm thick. The technical factors will be included in Amendment One, which will be issued on Monday June 9, 2003. The solicitation will be issued on 20 June 2003. Proposals will be due on 19 July 2003 by 2:00PM EST at the Office Of Engineering Field Activity Chesapeake, 1314 Harwood Street, SE, Building 212, Washington Navy Yard, DC 20374. Submissions must be delivered to the mailroom on the first floor, date stamped and placed in the bid box. In accordance with Federal Acquisition Regulations 5.102 (a)(7) availability of the solicitation will be limited to the electronic medium; the solicitation will be available for download via the Internet World Wide Web at http://esol.navfac.navy.mil. All prospective offerors and plan holders must register as Planholders on the website in order to receive a copy of the solicitation. The official planholder?s list will be maintained on and can be printed from the website. The Government will not provide hard copies (paper sets) of CD-ROM of the solicitation. Registering planholders must provide a complete name, address, phone number including area code, offeror type (prime contractor, subcontractor, supplier, etc.), e-mail address and type of business (large, small, small disadvantage, women owned, etc.). Notification of any amendments to the solicitation will only be made on the website for any amendments issued to the solicitation.
