Description
The Naval Air Warfare Center, Weapons Division, China Lake, CA intends to procure on an other than full and open competition software upgrades for the Airborne Video Solid-state Recorder (AVSR) manufactured by Smiths Aerospace Inc. The AVSR is a video audio recorder driven by software known as the Operations Debrief System (ODS) also manufactured by Smiths, which provides one-screen output. Under this procurement, the contractor shall deliver a software upgrade, which provides for a second output and access to run time libraries of the Smiths? software to provide a data file compatible with the F/A-18 Advanced Electronically Scanned Array (AESA) radar Data Warehouse multiple transmission needs. The contractor shall provide technical support to facilitate the integration of the ODS functionality into the AESA Data Warehouse and an ODS network multi-site license. The proposed contract type is Firm Fixed Price. The NAICS code is 541511. This requirement is sole sourced to Smiths Aerospace Inc. It is in the government?s best interest to utilize the developer and manufacturer of the software to perform the upgrade; to procure new software would result in duplicative costs and program delays. This notice of intent is not a request for competitive proposals; however, any firms believing that they can fulfill the requirement may submit a written response to be received at the Contracting Office no later than 8 days after the date of publication of this notice, clearly showing it?s ability to do so without causing programmatic hardship. All responsible sources may submit a proposal, which shall be considered by the agency. Award will be made on an all-or-none basis, FOB Destination, on or about 1 September 03.
