- NA It is the intention of the Government to negotiate a personal services contract for approx. 14.5 FTE Licensed Clinical Social Workers in support of the US Army Surgeon General's Program titled Operation Solace which provides pre-clinical & clinical mental health services to all federal employees, both military & civilian and their families who were impacted by the Sept. 11, 2001 attack on the Pentagon. The requirement also includes the full time services of an Office Manager & Project Coordinator. This re quirement constitutes a continuation of contract MDA905-01-C-0007 which expires on 12 July 2003. The procurement will be conducted on the basis of full and open competition with an applicable NAICS Code of 621330. The initial contract period will run fro m 13 July 2003 thru 31 Dec 2003 with a one-year option. Selection will be based on a best-value analysis with Technical & Past Performance factors combined being significantly more important than price. Technical expertise will be measure by 1. demonstra ted knowledge of the DoD worksite environment within the National Capital Region, 2. demonstrated expertise in longitudinal post-trauma clinical interventions, and 3. demonstrated familiarity with individuals and families at high risk for the development of post-trauma behavioral health illness as a result of 9-11-01 attack on the Pentagon.
