Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This requirement is restricted and has been set-aside for 100% small business participation. Contractor will be required to provide INMARSET-BEST Operation and Maintenance Training. Statement of Work follows. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Funds are available for this contract. (ii) The reference number is F73SCP31210200, and the solicitation is issued as a Request for Quote (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-13. (iv) The associated North American Industry Classification System (NAICS) code is 334220 and the small business size standard is 750 employees. (v) The solicitation can be viewed at http://www.eps.gov. (vi) The solicitation package includes the Specifications. (vii) This combined synopsis/solicitation is for the purchase of INMARSET-BEST Operation and Maintenance Training. (viii) Award will be made to the Lowest Priced Technically Acceptable offeror in accordance with the specifications. (x) A completed copy of the provision at FAR 52.212-3, Offeror Representation and Certifications, Commercial Items, MUST BE submitted with the quote. The provision may be copied from website http://farsite.hill.af.mil. Quotes WILL NOT be considered without the completed 52.212-3 provision. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. The clauses at subparagraph (b)(5), (b)(11), (b)(12), (b)(13), (b)(14), (b)(15) and (b)(24) of 52.212-5 are applicable. (xiii) The clause at DFARS 252.204-7004, Required Central Contractor Registration, applies to this acquisition. (xiv) The clauses FAR 252.225-7000, Buy American Act?Balance of Payments Program Certificate and FAR 252.225-7001 Buy American Act and Balance of Payments Program, applies to this acquisition (xv) All responsible sources may submit a quotation, which shall be considered by the Agency. (xvi) Contract award cannot be made to any contractor who is not enrolled in the Department of Defense (DoD) Central Contractor Registration (CCR) program. The CCR website is http://www.ccr.gov. INMARSAT Bandwidth Efficient Satellite Transport (I-BEST) Training Statement of Work This requirement is for classroom training on the I-BEST system with emphasis on Air Mobility Command (AMC) C2 forces utilization. There will be 2 classes over the 12-month period following award of contract. First class is expected in June 2003. Dates will be arranged with vendor after award. Training will be for 4-6 students per class. Training must at a minimum cover the following components of the I-BEST system: a. NERA Mobile Earth Station b. Satellite Modem c. L-Band Interface Unit d. Equipment Controller e. Frame Relay Access Device f. I-BEST phone access and local (San Diego) number usage Training must also include: a. Practical hands-on demonstrations/evaluations b. Trouble shooting techniques c. AMC employment of the I-BEST system vs. Military Sealift Command (MSC) shipboard employment Contractor provided items: a. I-BEST bandwidth (98E satellite) required for training. b. Classroom c. An I-BEST suite or van suite containing the four basic components (satellite modem, LIU, equipment controller, and FRAD). d. Training materials, tests and quizzes, end of class critique/evaluation School must provide proof of certification by MSC to provide basic training on the INMARSAT NERA B system. They must also provide evidence that the instructor has prior experience teaching the components listed above. The instructor must have taught at least one class.
