Description
Eglin AFB FL has a requirement for Installing an Aircraft Barrier Arresting System (BAK-12) at Eglin AFB, Okaloosa County, FL. This acquisition is UNRESTRICTED in accordance with the Small Business Competitive Demonstration Program. All responsible sources may submit a proposal, which shall be considered by the agency. The NAICS code for this requirement is 237130 and the size standard is $28.5 million. This is a Performance Price Trade Off (PPT) acquisition and award will be made based upon the best value to the Government in accordance with FAR 15.3. The Government reserves the right to award a contract to other than the lowest price offeror. This project is to provide labor, equipment, and materials for a complete functional system. In general the work shall consist of the following: (a) Install a concrete anchor system for the proposed new BAK-12 system, UHMW HDPE pad, BAK-12 foundation pad, fairlead beam foundation pad, and enclosure for the BAK-12 system; (b) Install new electrical service, metal buildings for enclosing the BAK-12 equipment, demolition of the existing restraint system, and all site work required related to installation of the new equipment; (c) Install and remove temporary displaced threshold marking and runway closure markings for R/W 30 during the course of this project; (d) Install a service road and parking for four (4) vehicles. An operational risk management (ORM) meeting will take place before a notice to proceed is issued to determine what time the contractor may gain access to the project site. The airfield is strictly controlled and will require the contractor to be under radio control with the control tower at all times. Because of mission surges, flying safety, and security force requirements, the contractor shall expect interruptions and time delays to impact work schedules. The BAK-12 system is government furnished equipment (GFE). It shall be the responsibility of the contractor to coordinate installation in accordance with the operations and Technical Orders. The above general description of work does not in any way limit the contractor?s responsibility to perform all work and furnish all labor, materials and equipment complete and in accordance with the specifications and drawings. The lump sum contract price shall reflect all costs associated with performing the work as indicated in the specifications and shown on the drawings. The estimated dollar range is between $500,000.00 and $1,000,000.00. The performance period is ninety (90) calendar days. FUNDS ARE NOT CURRENTLY AVAILABLE FOR THIS PROJECT. No award will be made until funds are available to make payments under this contract. The Government reserves the right to cancel this solicitation, either before or after closing date, with no obligation to the offeror by the Government. This is a paperless acquisition. Paper copies of the solicitation will not be issued. The Request for Proposal (RFP) will be available on the Federal Government?s Electronic Posting System (www.eps.gov) on or about 24 June 2003. The ESTIMATED PROPOSAL DUE DATE is 24 July 2003. No response to this notice is necessary and no Source List will be maintained. Prospective contractors must be registered in the DoD Central Contractor?s Registration (CCR) database prior to award of a Government contract. Offerors are further advised that failure to register in the CCR database will render the firm ineligible for award. Registration requires applicants to have a DUNS Number. Recommend registering immediately in order to be eligible for timely award.
