- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format of FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; proposals are being requested and a written solicitation will not be issued. Issued as a Request for Quotations (RFQ). The reference number is 03T0125. This solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2001-13. This is a 100% small business set-aside. The NAICS code is 339113. The size standard is 500 employees. Beale AFB, CA is requesting 30 ea size X-Large, 20 ea size Large, and 12 ea size Medium, Commander EX Brigade Fully Encapsulated, Level A Ensemble, Front Entry, Aluminized Cover. Ensemble shall be constructed of two suit layers (inner and outer suits) snapped together. Inner suit shall be constructed of DuPont Tychem TK material. Inner suit shall be High-visibility Lime Yellow in color. Inner suit shall have sewn, double taped Thermo Bond Max seams. Inner suit shall have three layer EX (extra wide) style face shield with wrap around design constructed of a 40 mil PVC outer layer, 5 mil Teflon middle layer and 20 mil PVC inner layer. Face shield shall conform in size and shape to face shield on outer suit component. Face shield shall be edge sealed entirely with Tychem material and shall be bonded to the exterior of the inner suit. Inner suit shall have four Auer low-pressure exhaust valves with 2.0 mbar minimum cracking pressure. Valve covers shall be thermally bonded to the exterior of the inner suit above each valve and shall be constructed of a single layer of Tychem TK material with a single snap closure. Inner suit shall have knee wear pads of Tychem TK material bonded to the exterior of the suit at each knee. Knee wear pads shall be constructed of a single layer of Tychem TK material. Inner suit shall have outer boot flaps on each leg. Boot flaps shall be constructed of Tychem TK material and shall be bonded to the exterior of the inner suit. Boot flaps shall have elastic gathers at the open end. Inner suit shall have attached boots. Inner suit shall have a single gas tight mechanical zipper. Gas-tight zipper shall be protected with a double storm flap, bonded to the exterior of the inner suit, and constructed entirely of Tychem TK material. Inner suit shall internal, adjustable waist belt with two belt loops. Belt loops shall be constructed entirely of Tychem TK material and shall be bonded to the interior of the inner suit. Inner suit shall have an ?expanded back? to accommodate SCBA. Inner suits shall have snap attachments that conform to mating attachments on outer suit. Inner suit shall be available in sizes small through XXXX Large. Inner suit shall have three-glove system with attached inner neoprene glove, attached middle Barrier glove and outer glove of knit Kevlar. Outer suits shall be constructed of silver aluminized fiberglass. Outer suit shall have 20 mil Lexan face shield. Face shield shall be EX (extra wide) style with wrap around design. Face shield shall conform in size and shape to face shield on inner suit component. Outer suit shall have Velcro sleeve closures. Outer suit shall have Velcro suit closure. Outer suit shall have sewn Nomax seams. Outer suit shall have four exhaust fans. Outer suits vents shall be conform to location of inner suits exhaust valves. Outer suit shall have an ?expandable back? to accommodate SCBA. Outer suit shall have snap attachments that conform to mating attachments on inner suit. Part Number shall be TK600T. The provision in FAR 52.212-1, Instructions to Offerors-Commercial items, is applicable to this solicitation. FAR 52.212-2, Evaluation-Commercial Items, is applicable to this solicitation and the blanks in section (a) are completed as follows: Price considerations. Offerors shall include with their quotes, a completed copy of 52.212-3, Offeror Representations and Certifications--Commercial Items. Far 52.212-4, Contract Terms and Conditions--Commercial Items, 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercials Items, 52.232-33, Payment by Electronic Funds Transfer--Central Contractor Registration, and DFARS 252.204-7004, Required Central Contractor Registration, are applicable to this acquisition. The Government intends to evaluate and award without discussions on this procurement. Quotes must be faxed to SSgt Elisabeth Jones at 530-634-3311.
