- NOTICE OF INTENT TO SOLE SOURCE. The Centers for Disease Control (CDC) intends to award on a sole source basis, a purchase order to Rachel Pacheco, RN, located in Albuquerque, New Mexico. The purchase order is to support National Center for HIV, STD, and TB Prevention (NCHSTP) activities with respect to American Indian and Alaska Native (AI/AN) populations. The overall goal of this purchase order is to address factors that impede the cross-jurisdictional (federal/tribal/state/county) communication, data exchange, and coordination of public health efforts with respect to HIV, STDs, and TB in AI/AN communities. In order to achieve the overall goal of this project, the Contractor shall write guidance and model memoranda of understanding, conduct trainings, and provide consultation to CDC project officers, to support them in assisting states to work with tribes, tribal health agencies, and other AI/AN organizations with public health functions related to HIV, STD, and TB prevention and control. The authority for this sole source procurement is FAR Part 6.302-1. This purchase order is to extend the work completed by Rachel Pacheco, RN, under another Federal contract, with the Indian Health Service (IHS). Rachel Pacheco, RN, has provided oral consultation to the NCHSTP in relation to CDC-IHS collaborative activities during the past 2 years while working under a contract with IHS. This purchase order builds on the earlier work by requiring documentation of the guidance provided to NCHSTP?s Divisions of HIV/AIDS Prevention and STD Prevention under the previous contract, and extends this work by requiring development of written guidance for the Division of Tuberculosis Elimination as well. This is not a request for competitive proposals and no solicitation is available. Firms that believe they can provide the required services are encouraged to identify themselves and give written notification to the Contracting Office within 15 days from the publication date of this synopsis. Interested parties shall provide documentation which demonstrates that they have the expertise and capabilities necessary to meet the stated requirements. Please forward capabilities and supporting information to: Dorothy Reed Penix, Contracting Officer @ dreedpenix@cdc.gov. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will solely be used for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, or June 20, 2003, award will be made to Rachel Pacheco, RN. All information received will be considered by the Government.
