Description
USAID intends to issue a RFP for construction services for a pipeline installation contract in the Palestinian West Bank. This contract is open for competition by local Palestinian contractors according to 22-CFR228.40-d (Local Procurement estimated not to exceed $5,000,000). The Bani Naim Bulk Water Supply project is a continuation of USAID?s effort to bring more water to the southern West Bank and West Hebron villages. To accomplish this, the project is designed to transmit water supplies from the Bani Naim wellfield to the Halhul and Yatta reservoirs. The project is intended to deliver an additional 325 m3/hr in the short term, and ultimately 700m3/hour in the longer term, to the water supplies currently available to the southern West Bank. The scope of this contract is limited to the installation of government furnished pipes. Work must be self performed by the contractor with minimal, if any, subcontracting of construction work. The total length of the pipeline installation required for the contractor to construct is approximately 28.9 km. Pipe material will be ductile iron (bell and spigot, restrained joint) when the pressure rating of the pipe is 16 bar or less, and welded steel when the pressure rating of the pipe is greater than 16 bar. The specifications, drawings and detailed information concerning the work under this award will be issued with the RFP to interested contractors. The construction contractor will enter into a direct contract with USAID. Bidding will be open to American and Class A local Palestinian contractors that give the best value to the U.S. Government. The contractor will be expected to have similar construction experience and demonstrated capability of managing such project under the current conditions of political unrest.
