Description
The Social Security Administration (SSA) intends to solicit and negotiate a sole source award from The Arc of the United States for marketing and social science expertise to merge existing marketing tools with SSA beneficiary databases. The Contractor shall provide analytical information in the form of a research paper to assist SSA in evaluating its disability and Ticket to Work Programs to improve their effectiveness and provide an analysis using current marketing tools and SSA beneficiary databases to support policy development and implementation for the disability and Ticket to Work Programs. The Arc of the United States is the only organization uniquely qualified to analyze and assess beneficiaries who are receiving disability benefits and/or using the Ticket to Work and to determine what the audience/segment profiles are of disability beneficiaries/Ticket users. They are uniquely qualified to study community and segment characteristics and resources that contribute to or predict success of the disability and Ticket to Work programs and has the infrastructure to identify segment-specific data to compare SSA?s success at supporting independence with the success of private sector insurers in various segments. The anticipated period of performance is six months. The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent is neither a request for competitive proposals nor an announcement of a forthcoming solicitation. Requests for copies of a solicitation will not be honored or acknowledged. Interested parties may identify their interest and capability to fulfill the requirement. The capability statement must not exceed five pages and must be sent via E-MAIL only to London.Johnson@ssa.gov on or before June 19, 2003. If after June 19, 2003 no viable responses have been received, SSA shall issue a purchase order under the Simplified Acquisition Procedures to the Arc of the United States. A determination by the Government not to compete this proposed award based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
