- Description
- The National Institute of Standards and Technology intends to award a sole-source purchase order under the authority of FAR Part 13.106(b) to Jin Ping Han of Gaithersburg, MD to provide assistance related to the research of electrical and physical measurements for metal-oxide-semiconductor devices having alternate gate dielectrics, and confined silicon devices. The specific tasks will be 1. to fabricate silicon single electron transistors (SET's), perform electrical and physical characterization of the structures and submit draft publication on said results; 2. perform mobility characterization of FET's with high gate dielectrics, determine physical mechanisms responsible for mobility reduction in FET's with high-k gate dielectrics; submit draft publication on said results and, 3. provide technical input into development of test structures for molecular electronics and investigate the fabrication and chemistry issues related to the use of silicon nanostructures as molecular electronic test structures. The contractor is uniquely qualified for this sole-source procurement due to the knowledge and expertise of the technical details associated with NIST's fabrication of silicon single electron transistors and electrical characterization of devices, and her knowledge and past experience of characterization of devices with alternate dielectrics. The period of performance for this requirement is one year from the date of award. The Government anticipates that a firm-fixed price purchase order will be awarded on or about June 17, 2003. Interested parties may identify their interest and capabilities to respond to this requirement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for quotation. A RFQ is not available. Numbered Note 26.
