- NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued for the following commercial item: Replace Small Secondary Bus and Cables to T-1 Transformer. Remove existing electrical conductors and part of panel bussing that extends out of switchboard. Ins tall wireway enclosure, AW Nema 12 wireway, or equal, over old bus way opening. Provide and install new conduit and wire from enclosure to secondary portion of transformer. Terminate and check for proper operations. *All Contractors must visit site prio r to bidding. This solicitation is issued as a request for proposal (RFP). Submit written offers (oral offers will not be accepted) via mail or fax. All Statement of Need and Evaluation Factor requirements must be met as they appear in this notice. This s olicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14 and Defense Acquisition Circular 91-13. This procurement is being issued as unrestricted. Standard Industrial Code 1731 and NAICS Co de 238210 apply to this procurement. Location of service to be performed: 5323 East McKinley Ave, Fresno, CA 93727. The provisions at FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this solicitation. The provisions at FAR 52.212-2, E valuation-- Commercial Items, applies to this solicitation. The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items, applies to this solicitation. Specifically, the following clauses c ited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Report s on Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-42, Statement of Equivalent Rates for Federal Hires 52.222-48. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable t o Defense Acquisition of Commercial Items, applies to this solicitation. Specifically, the following clauses, cited are applicable to this solicitation: DFARS 252.225- 7001, Buy American Act and Balance of Payment Program. The clause at FAR 52.212-4, Contr act Terms and Conditions-Commercial Items, applies to this solicitation. The clause at FAR 52.224-1, Privacy Act Notification and FAR 52.224-2, Privacy Act, applies to this solicitation. The provision at FAR 52.215-1, Instructions to Offerors--Competitive Acquisitions applies to this solicitation. Award will be based on technical capability and past performance equal to lowest price, responsible offer. The Government intends to evaluate and award without discussions on this procurement. All proposals must b e mailed to Base Contracting Office, 144 FW/LGC, 5323 E. McKinley Ave, Fresno, CA 93727, or faxed to (559) 454-5107. Proposals are required to be received no later than 1:00 PM PST, Monday, June 16, 2003, a period of acceptance must be indicated on the p roposal and must be good for 30 days.
