- Description
- The Defense Threat Reduction Agency 9DTRA) plans to issue a modification to Contract OSIA01-98-C-0008 to complete the conversion from the ADA programming language to the JAVA programming language on the OSMAPS system and complete the conversion of the OSMAPS system from the existing Unix-based system to a personal computer platform. Also, testing will be required to confirm the baseline migration/modification results in proper functional design, architecture design and data integrity. In addition, system documentation will be required for the converted OSMAPS to include training manuals, user manual and overall configuration management. In order to accomplish the work, the contract period of performance will be extended for ten months beginning 1 October 2003 through 31 July 2004 to enable the upgrade of the OSMAPS system as stated herein to be completed and provide for final delivery of the converted OSMAPS system. Under the subject modification, Northrop Grumman will make the programming language and platform changes, conduct testing and provide documentation as stated above and also continue to provide Operations and Maintenance Support to the OSMAPS system during the extension period. Based on Northrup's technical expertise as the developer of the OSMAPS system and lack of a complete technical data package, Northrup is the only source capable of providing the subject support within time and budgetary constraints. The statutory authority for other than full and open competition is 10 USC 2304(c)(1) as implemented by Federal Acquisition Regulation 6.302-1.
