Description
NASA/GSFC is hereby soliciting information for potential sources for High Speed Front End Components and Systems for the Solar Dynamics Observatory (SDO) Project of NASA/GSFC. SDO is the first mission under the Living with a Star (LWS) Program as part of the Sun Earth Connection. SDO will be made up of several instruments seeking to characterize the dynamic state of the Sun, thus enhancing NASA's understanding of the solar process and space weather. SDO is viewed as a follow on to the highly successful Solar and Heliospheric Observatory (SOHO) mission. SDO will be a three-axis stabilized satellite in a circular geosynchronous orbit of ~105 degrees longitude and having an inclination of 28.5 degrees. SDO will have a mission life of 5 years. SDO will provide a continuous downlink of high rate data (150-200 Mbps) stream. The transmitted data will be SQPSK modulated at Ka-band carrier (25.5-27 GHz), and the EIRP from the spacecraft will be 44-50 dBW. The science and housekeeping data will be decoded and electronically distributed to the Science Operation Centers in near-realtime. There will be a temporary data storage capability at each ground station for the purpose of buffering data in cases of equipment failure or other unforeseen problem on the ground. The various system components needed are as follows: Demodulator: Modulation = SQPSK IF Frequency = 720MHz or 1.2 GHz, preferably selectable Bit Sync: Throughput = 200 Mbps High Speed Single Stream Viterbi Decoder: R = 1/2 K = 7 Connection Vectors: G1 = 1111001, G2 = 1011011 Encoder Symbol inversion = G2 Path Memory = 40 bits minimum Decoding rate = 200 Msps input/100 Mbps output Capable of both hard and soft decision Frame Sync: Frame Size = 2044 bytes Frame Sync Size = 4 bytes Data Rate > 100 Mbps Format = CCSDS AOS Reed-Solomon Decoder: RS code = (255,223) Interleave factor = 8 Basis = Dual, (Berlekamp) Virtual fill = 0 No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror?s responsibility to monitor these sites for the release of any solicitation or synopsis. Interested offerors/vendors having the required specialized capabilities to meet the above requirement should include the following information indicating the ability to perform all aspects of the effort described herein. Responses should describe in adequate detail the specific components/systems offerors/vendors could provide that meet the above requirement, including the current state of its development, types of interfaces, and expected performance. A rough block diagram of system implementation at the component level should also be provided. Responses should also address the operational reliability and robustness of components/systems approach. Responses must include the following: name and address of firm, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), HUBZone, and/or woman-owned; number of years in business; affiliate information: parent company, joint venture partners, potential teaming partners, prime contractor (if potential sub) or subcontractors (if potential prime); list of customers covering the past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement; and point of contact - address and phone number).
