- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; offers are being requested and a written solicitation WILL NOT be issued. This notice is being issued as a Request for Quotations (RFQ) for One each of an IMAGING SPECTROGRPAH in accordance with the following specifications: 300-mm focal length, f/4 imaging spectrograph with a 1024 x 252 pixel CCD array; dual grating turret with ruled gratings of 300 grooves/mm and 1200 grooves/mm; motorized slit; internal, automated 5-position filter wheel; and 3-meter-long fiber optic bundle with horizontal (relative to slit) positioning, compatible with the following: This procurement is for an imaging spectrographic system with the following attributes. 1. Imaging spectrograph, like Roper Scientific?s INS-300-250B, or equal, having a) 300 mm focal length; b) f/4 or better f-number; (smaller is better) c) Internal shutter; d) Interchangeable dual-grating turret, to hold gratings of size 68mm x 68mm; e) Motorized fixed slit selections of 25, 50, 100, 250, 500, and 1000 micrometers; f) A Hamamatsu back illuminated CCD array having 1024 x 252 pixels (pixel size 24 micron x 24 micron) covering effective of nominally 24.5mm by 6.0 mm, with single-stage thermoelectric cooler; resolution better than 3 pixels over 6-mm height @ 435 nm; array quantum efficiency greater than 80% between 500 nm - 700 nm; full well capacity of 300,000 electrons/pixel or better; 2. Five-position filter wheel for item 1, for filters having 1-inch diameter x 5 mm thick. Includes four order-sorting filters of 160, 320, 590, and 665 nm wavelengths. Like Roper Scientific?s INS-300-FW-OS, or equal; 3. Ruled grating, 68mm x 68mm, 300 grooves/mm with blaze wavelength, like Roper Scientific?s 1-030-500, or equal; 4. Ruled grating, 68mm x 68mm, 1200 grooves/mm with blaze wavelength, like Roper Scientific?s 1-120-500, or equal; 5. Visible-to-Near-IR-transmitting fiber optic bundle consisting of 19, 200 micron-diameter fibers, 3 meters long, matched to the entrance slit of item 1, to transmit wavelengths from 400nm to 2200nm. Like Roper Scientific?s LG-456-020-3, or equal; 6. Adjustable fiber adapter, to hold and horizontally position item 5 fiber bundle at the entrance slit, like Roper Scientific?s FC-446-020, or equal; 7. Operating software compatible with Windows 2000 operating system. 8. USB interface 9. Functional documentation to include two sets of user manuals and the specific quantum efficiency curve for the CCD array that is delivered to us, in the range from 200 nm through 1200 nm. The provisions and clauses in the RFQ are those in effect through FAC 01-13. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 333314 and 500 respectively. The offeror shall state in their offer their size status for this procurement. All responsible sources may submit an offer which shall be considered by the agency. The DPAS rating for this procurement is DO-C9. Offers for the item described above are due by close of bussiness on 6/10/2003 to FAX # 216-433-2480 and must include, solicitation number, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. Boylan not later than 6/5/2003. Telephone questions WILL NOT BE accepted. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price, and past performance. It is critical that offerors provide adequate detail to allow evaluation of their offer. (SEE FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer. An ombudsman has been appointed -- See NASA Specific Note "B".
