Description
NASA/DFRC plans to issue an Invitation For Bids (IFB) for the construction of a new central Heating, Ventilation, and Air Conditioning (HVAC) Plant for the Research Engineering Support Facility (RESF), here at the National Aeronautics and Space Administration?s Dryden Flight Research Center (NASA/DFRC), Edwards, California 93523. The order of magnitude for the procurement is from $500,000 to $1,000,000 and the effort shall be completed within 303 days after receipt of a Notice To Proceed (NTP). The NAICS Code and small business size standard for this procurement are 238229 and $12.0 Million, respectively. This project consists of a Base Bid and one (1) Bid Option. The work consists of, but is not limited, to the following: BASE BID: The base bid work includes the construction of the new central plant building including all site/civil, structural, mechanical, electrical, architectural, and fire alarm work. In addition, new four (4)- pipe, central station air handling units shall be provided for various RESF buildings. Chilled and hot water piping shall be installed underground to serve each building's new air handler. The base bid includes two (2) chillers, one (1) cooling tower, one (1) boiler, two (2) chilled water pumps, one (1) condenser water pump, one (1) heating hot water pump, and associated valves, tanks, piping, control systems, and fire alarm system. BID OPTION #1 ? Option 1 work includes one (1) cooling tower, one (1) boiler, one (1) condenser water pump, one (1) heating hot water pump, and associated valves, piping, and control systems. In addition, underground piping and air handlers for two (2) of RESF buildings shall also be provided. The anticipated release date of the IFB/RFO is on or about June 12, 2003 with an anticipated offer closing date on or about July 15, 2003. A firm date for receipt of bids or offers will be stated in the IFB. Drawings will be available via E-Mail request from the DFRC Contracting Officer. All responsible sources may submit a bid which shall be considered by the agency. This acquisition is being conducted under FULL AND OPEN COMPETITION. An ombudsman has been appointed -- See NASA Specific Note ?B?. Only one (1) set of solicitation documents will be provided at no cost to each prospective bidder. FAR clauses 52.236-2, Differing Site Conditions, 52.236-3, Site Investigation and Conditions Affecting the Work, and 52.236-27, Site Visit (Construction) Alternate I, will be included in any contract awarded as a result of this solicitation. Accordingly, prospective offerors are urged and expected to inspect the site where the work will be performed. Pursuant to FAR clause 52.236-27, Site Visit (Construction) Alternate I, an organized site visit has been scheduled for June 25, 2003 at 09:00 AM local time. Participants will meet at Building 4825. Prospective offerors shall submit the names of all site visitors to the Contracting Officer no later than one (1) week before the site visit. All contractual and technical questions shall be submitted to the Contracting Officer in writing. Prospective offerors shall notify this office of their intent to submit an offer. It is the potential offerors responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Hard copies of specifications and drawings may be obtained from the DFRC Contracting Officer; however, the closing date for the hard copy received shall be the same as the solicitation, inclusive of any amendments, released on the Internet. The solicitation and any documents related to this procurement [with the exception of the specifications and drawings] will be available over the Internet.
