- Description
- Construction Manager (CM) Services Contract for the proposed Repair/ Replacement of Limestone and Granite Panels at the United States Custom House in Chicago, Illinois. The scope of CM Services under this proposed contract include Investigation Phase Services, Design Phase Services and Construction Phase Services. The range of this project is between $300,000.00 and $450,000.00. This project is a Small-Business Set-Aside. Funds for this project are not currently available. Project Summary: The proposed Repair/Replacement of the Limestone and Granite Panels will be performed on-site at the U.S. Custom House located at 610 South Canal, Chicago, IL. The project consists of investigating existing panels to determine the percentage of repair versus replacement of the limestone and granite building facade. This will be determined during the Investigation Phase of the project. After the Investigation Phase is complete, the project will move into Design with a Project Completion targeted for January of 2005. The project also includes repair work to the existing parapet and blast proofing of the existing windows. This project will be a Design-Build Project. Definition of Construction Manager: A Construction Manager is responsible for providing the management, quality control and administrative tasks needed to perform the services in expeditious and economical manner consistent with the best interests of the Government. The Construction Manager shall include but is not limited to the following tasks: coordination of design activities, monitor design progress, review and evaluate contractor?s schedules, evaluate and respond the GSA on schedule and phasing with contractors, attend all progress meetings and scheduling meetings, review cost estimates and payment applications, prepare independent government estimates, resolve problems with the design/ build firm, keep government records, report on job progress, monitor and report on quality of design/development, assist in negotiations of change orders, monitor and report on cost vs. budget, and coordinate information between the Design/Build Contractor and GSA. Proposal Submission Requirements: Proposals will be evaluated using a two-stage process. Stage I will request that all potential offerors submit past experience, past performance, personnel and resources. Each bidder will be required to submit a Standard Form 254 and 255, a Resume for all proposed personnel, and a Standard Form 527 accompanied by the offeror?s current annual Financial Report. The Government will evaluate Stage I technical requirements, and shall advise each bidder in writing either that it will be invited to participate in the oral presentation (Stage II) or that it will not be Short-Listed. Stage II will consist of oral presentation and Review of the offerors Price Proposals. The Government reserves the right to make an award based on Stage II proposals without holding discussions.
