Description
The Internal Revenue Service (IRS) has a requirement to conduct experimental economic studies on the indirect effect of audits and its potential impact on voluntary compliance with Federal income tax revenues. It is the intent of the IRS to award, on a sole-source basis, a contract to the Interdisciplinary Center for Economic Sciences (ICES), of George Mason University, Arlington, VA. The contract will be to carry out experimental studies in a controlled laboratory environment. The proposed contractor has extensive experience performing experimental economic studies for government and private sector clients; has an extensive record of publishing in professional and academic journals in the field of experimental economics; has facilities and equipment in place to meet the established standards for conducting experimental studies; and is able to recruit the required number of volunteer subjects. This is NOT a request for competitive proposals and NO solicitation is available. However, interested parties who believe they can meet these requirements shall respond in writing, within 20 days of this notice, to the attention of the Contracting Officer at the address above. The response shall provide sufficient technical data and documentation to demonstrate comparable capabilities. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. Telephone responses are not accepted and will not be honored. The North American Industry Classification System code is 541720; the small business size standard is $5.0 million.
