Description
The Naval Undersea Warfare Center Newport has a small business set aside for the provision of two helicopters, one for heavy lift and the other for spotting for torpedo operations off of Maui, HI. Task A: The contractor shall provide a demonstration using a MK 54 recovery net and a training shape which roughly resembles the torpedo. The contractor shall successfully demonstrate to NUWC personnel that they can safely operate the helicopter and recovery net during lift off, empty and loaded transit, recovery and drop off. This is to show that there are no unacceptable flight safety hazards or restrictions when flying the empty and loaded net at gradually increased speeds from 0 to 80 knots with normal banks and descents included. Each helicopter crew to be used must perform six successful training shape recoveries. The MK 54 recovery net assembly weighs approximately 250 lbs. And MK 54 torpedo weighs 520 to 610 lbs. The torpedo contains a small amount of Class 1.4 explosives and up to six gallons of Otto fuel. This task may be waived if the crews have been qualified in the past six months. Task B: Helicopter Recovery Services: Upon successful completion of Task A, the contractor shall provide up to 5 days of recovery services to recover up to 16 MK 54 exercise torpedoes off Maui Island, HI and deliver them back into the water off a recovery boat anchored in the area. Task C: Spotter Helicopter. The contractor shall provide helicopter services to act as a spotter aircraft in the area off Maui Island, HI for up to five days from sun rise to sun set. This spotter shall carry tow NUWC personnel plus any crew. In addition, the contractor shall ship helicopter recovery nets, training shapes (if applicable), and miscellaneous support gear to Newport, RI after the end of operations. The Government intends to solicit and negotiate using SAP and commercial item procedures as set forth in FAR Parts 12 and 13. NAICS: 561990.
