- Description
- The National Park Service, Golden Gate National Recreation Area, San Francisco, is seeking an Architectural/Engineering (A-E) firm to conduct a structural evaluation to determine if additional repairs are needed to protect the historical resource known as the Balloon Hangar located at Fort Barry in the Marin Headlands, Marin County, CA. The anticipated work on this 40 ft. x 120 ft. steel braced frame building with corrugated metal, transite or fiberglass exterior skin includes, but is not limited to the following: (a) perform a visual inspection to include examination of framing members and documentation of the distress of framing members on the plans, examination of the exterior corrugated skin and connections and documentation of distress of skin connections on the plans, and examination of the foundation level and documentation of the distress at foundation level on the plans; (b) produce as-built (current status) drawings including foundation and roof plan, two building sections (transverse), and four elevations; (c) present plans and findings to the Park for review; and (d) provide a comprehensive report of the findings. The following criteria will be utilized in the evaluation of prospective firms and their project teams (including consultants): (1) Professional qualifications necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project; and (6) Successful experience in working under the conditions imposed by National Park Procedures concerning historic structures, archeology and natural resources. All criteria are of equal importance except criteria (1) which is of slightly lesser importance than all others. This procurement is restricted to Emerging Small Businesses. The National Park Service welcomes the participation of women and minority firms. Interested firms are invited to submit a letter of interest and completed Standard Forms 254 and 255 to the address contained herein, marked for the attention of the named contact person. Responses must be received before 5:00 pm PST, 30 calendar days from the date of this publication (the first workday following a weekend or holiday) in order to be considered for selection. This is not a request for proposal. Solicitation documents will not be issued. See Numbered Notes 24 and 25.
