Description
NA U.S Army Space Command (USARSPACE) intends to solicit, negotiate and award multiple (two) Indefinite Delivery Indefinite Quantity Cost Plus Fixed Fee services contracts. It is anticipated that two awards will be made, one as a result of full and open comp etition, the other as a result of 100% set-aside for small business. The contract base period will be from 1 Oct 2003 through 30 Sep 2004 with four one-year options. This is a follow-on to existing SATOPS contracts for satellite communications support services. A general overview of the contemplated contract is for communications analytical, technical, operational, and programmatic support services required by the principal agencies involved to support the definition, planning, development, and executi on of Department of Defense (DoD) Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) missions to include: development of tools and architectures, vision statements, and doctrine; program support to include p lanning, development, fielding, implementation, integration, installation, and documentation; modeling, simulation, and integration; technical support to define and exploit existing and future communications capabilities; rapid prototyping, limited fabrica tion, and limited procurement/production of communications systems; operational support; testing; training; independent verification and validation; integrated logistics support; programmatic support; and, analysis of emerging technologies as they apply to communications. A draft solicitation and related information was posted on the U.S. Army Space Command web site, https://www.armyspace.army.mil/contracting/ on 7 May 2003. One-on-one meetings with industry were held 29 and 30 May. Questions and an swers will not be posted or provided. Industry comments adopted by the Government will be reflected in the solicitation to be issued 17 June 2003. The final solicitation will be posted on the same web site. Interested parties must check the web site per iodically because the web site is the method of information dissemination for this solicitation. The draft solicitation NAICS Code of 541710 will be changed in the final solictation to NAICS 541330 and the small business size standard is $23 million.
