Description
NA Project consists of constructing a single-story fitness center, a concrete foundation and floor slab, structural steel framing, masonry walls, standing seam metal roof. Project includes a basketball court, steam room, management area, storage, support sp ace, pavements, communications, and all necessary support. The existing gym will be demolished under this contract. The following are the evaluation criteria which shall be used in this solicitation unless modified by amendment prior to receipt of propos als: Experience, Past Performance, Utilization of Small Disadvantaged Business Concerns, Subcontracting Plan (Large business only), and price. Estimated Cost Range: $5,000,000.00 to $10,000,000.00. Construction Duration is 600 days. The North American Industrial Classification System (NAICS) code applicable to this project is 236220. Small Business Size Standard is $28,500,000.00. This requirement is offered to all qualified, responsive concerns and bids will be considered using a cascading order of preference. Each tier will be evaluated using the procedure outlined below. A determination of insufficient competition or unreasonable price will be made before the next tier is evaluated. First tier, it is the intent of the Government to award one con tract on a competitive basis to an eligible HUBZone business concern in accordance with FAR 19.13, provided that adequate competition is received and award can be made at a fair market price. Adequate competition is defined as at least two (2) competitive bids from qualified, responsible business concerns at the tier under consideration. Middle tier, if circumstances do not permit a HUBZone award, the government will award to an eligible Section 8(a) business concern in accordance with FAR 19.8, provided that adequate competition is received and award can be made at a fair market price. Last tier, if circumstances do not permit a Section 8(a) award, the Government intends to award on the basis of full and open competition from among all responsible, respo nsive bids received providing award can be made at a fair market price. HUBZone price evaluation preference will be applied to all qualified HUBZone small businesses provided that the HUBZone concern has not waived their evaluation preference and their bid is not more than 10 percent above the lowest large business concern??????s price. If a large business firm intends to submit a proposal, it must comply with FAR 52.219-9 clause regarding the requirement for a subcontracting plan. Fort Worth Districts go als are that a minimum of 57.2% of the contractors total intended subcontracted amount be placed with small businesses (including small disadvantaged and woman-owned businesses); 8.9% of the total subcontracted amount be placed with small disadvantaged bus inesses; 8.1% of the total subcontracted amount be placed with woman-owned businesses; 3.0% for Service-Disabled Veteran-Owned Small Business; and 3.0% of the total subcontracted amount be placed with HUBZone businesses. Solicitation to be issued on or ab out 18 July 2003. Bid Opening on or about 19 Aug 2003. The plans and specifications have been placed on Compact Disk (CD-ROM) and will be provided free of charge on the issue date. Plans and specifications will not be provided in a paper hard copy forma t. Notification of amendments shall be made through 3.5 inch diskette, CD-ROM and/or the Internet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractors r esponsibility to check the following address daily for any posted changes to this solicitation.
