Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. Solicitation F6202F312601 is hereby issued as a Request for Quote. This solicitation document and all incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06. This acquisition is 100% set-aside for small businesses under NAICS code 561730, which has a small business size standard of $6,000,000.00. The requirement consists of the following, (CLIN #, Quantity and Unit of Issue, Description;) DESCRIPTION OF SERVICES: The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and services necessary to ensure recreational grounds maintenance is performed at Eielson AFB in a manner that will maintain healthy grass and present a clean, neat, and professional appearance. The contractor shall perform to the standards as defined in this statement of (SOW). The following areas are covered under this contract: Grounds Maintenance, Policing, Refuse Removal, Field Lining, and Special Event Services. MAINTAIN GROUNDS: Irrigation. Softball infield and outfields shall receive sufficient amounts of water, as necessary to present a uniform green color without browning or barren areas resulting from lack of water. Enough water should be applied to infields as to minimize the amount of dust during games. The contractor shall provide watering hoses and portable watering devices for irrigating areas. In the event of excessive rainfall, care should be taken to not over-water the area of play. During extremely dry periods caused by a lack of rainfall, the Government may require the contractor to implement water conservation procedures. The contracting officer shall notify the contractor in writing that water conservation procedures are to be implemented. The notification letter will identify the exact restrictions to be implemented. Mowing and trimming by base grass cutting contract, monitored by CE. LITTER CONTROL/POLICING: The contractor shall perform general litter patrol at softball fields located on Outer Loop Ave and the football field located south of the Fitness Center. Responsibilities shall include, but not be limited to, the removal and disposal of all natural debris, (tress limbs, dry brush, leaves, rodent habitats, dead animals, etc.), and man-made debris (litter). Contractor shall police areas at least once a day to ensure the areas are maintained in an overall clean and litter-free appearance. All litter and debris shall be properly disposed of at an on-base location in accordance with existing local, state, and federal regulations. Trash Receptacles. Trash receptacles shall be checked on Monday ? Friday of each week and emptied as necessary. At no time will receptacles be allowed to be overfilled so as to prevent their use. Contractor shall maintain trash receptacles in a clean and sanitary condition. Al areas around trash receptacles shall be free of spillage and litter. All trash receptacles shall be maintained in their designated positions. When receptacles are damaged (except by contractor personnel) or missing, new replacement receptacles shall be furnished by the government. Receptacles damaged by contractor employees shall be replaced at the contractor?s own expense. Replacements shall match existing receptacles and be made within 5 workdays. MAINTAIN RECREATIONAL AREAS: Fielding Lining. The contractor shall line the fields for sporting events upon notification from Fitness Center. Notification will be in the form of the sports schedules and lining will be done on all days and fields indicated. The Fitness Center shall provide 48-hour advance notice for all non scheduled events, excluding weekends, and the contractor shall perform the field lining within 72 hours of notification. Field lining shall consist of, but is not limited to, field dragging, base lines and boundary markers in accordance with the following guidelines: Dragging: Dragging must be accomplished each day the field is used. Remove and inspect based and plug receptacles prior to dragging. Fill depressions at the batter?s boxes, sliding areas at the based and the pitcher?s mound. Since the field is sloped towards the outfield, accomplish initial dragging from infield to outfield in a circular direction, starting at the pitcher?s mound. Ensure that a lip isn?t formed where the infield meets the outfield. Softball Fields: Amateur Softball Association of America Football Fields: National Federation of State High School Associations Pre-Season Base Installation. The contractor will be responsible for installing bases and home plates that were removed for the winter. The contractor will ensure alignment of bases and distance IAW ASA Guidelines. GOVERNMENT FURNISHED PROPERTY, MATERIALS, AND SERVICES: Facilities. The government will furnish the contractor the following facilities shown below. These facilities are furnished as is. Any damage caused by the contractor to the government-furnished facility shall be repaired immediately and at the contractor?s expense. No alterations to the facilities shall be made without specific written permission from the Contracting Officer. Storage Building between softball fields 1 &2 (Approx 100 SF). Partial space in storage building located behind Fitness Center (Bldg #3343) (Approx 100 SF). Flammable Storage Container storage building behind Fitness Center (Bldg #3343). Parking area behind Fitness Center (Bldg #3343), adequate for trucks/trailers. Materials. The government shall furnish the materials shown below. These materials shall only be used in performance of this contract. Trash Receptacles, Chalk for lining fields, and Bases, pitching rubbers, and home plate for pre-season installation. Utilities. The contractor may utilize existing government sources of electricity and water needed to perform the services required by the SOW. GENERAL INFORMATION: Contract Management. The contract manager or alternate shall be available at all times to meet with government personnel to discuss problem areas. The contract manager and alternate or alternates must be able to fluently read, write, speak, and understand English. These positions shall at no time be vacant. Contractor Employees. Personnel shall meet or exceed the following requirements: The contractor shall not employ persons for work on this contract if such employees cannot attain access to Eielson AFB or present a potential threat to health, safety, security, general well being, or operational mission of this installation and its population. The contractor is cautioned that off-duty active military personnel hired under this contract may be subject to permanent change of station (PCS), change in duty hours, or deployment. Military Reservists and National Guard members nay be subject to recall to active duty. Abrupt absence of these personnel could adversely affect contractor?s ability to perform; however, their absence at any time shall not constitute an excuse for non-performance under this contract. The contractor shall follow Occupational Safety Hazard Association (OSHA), Air Force Occupational Safety Hazard (AFOSH) requirements where applicable. Physical Security/Liability. The contractor shall be responsible for safeguarding all government property provided for contractor use. At the end of each work period, tall government facilities, equipment and materials shall be secured. The contractor shall be held liable for any damage to or theft of government facilities, equipment, or materials. The contractor is responsible for safeguarding all contractor equipment and personnel from damage and injury. The government shall not be responsible for damages to the property of the contractor, or for any injuries to persons, which may arise from or be incident to the use and occupation of government provided facilities or performance of this contract. The contractor shall hold the government harmless from any and all such claims. Base Access. The contractor will provide Security Forces with the names of the individuals that will need access under this contract. The Contractor shall ensure vehicle passes issued to employees for work under this contract are immediately returned to the Fitness Center either upon dismissal of employment with the contractor, or after expiration of the contract, which ever comes first. Equipment. All powered and non-powered equipment must be fitted with all applicable Occupational Safety and Health Administration (OSHA) safety features and complies with the requirements contained in Air Force Occupational and Health regulations. All equipment used in the performance of this contract shall be safe and in serviceable condition at all times. Contractor provided equipment shall be clearly identified with the name of the contractor. The contractor shall provide all equipment maintenance and repair necessary to keep these items in safe and serviceable condition. Equipment that is too large or heavy and would result in damage to grounds, utilities, or surrounding facilities shall not be used. Hours of Operation. Normal hours of operation shall be between the hours of 6:00 a.m. and 4:00 p.m. Monday through Friday, except for federal holidays identified below. There may be situations that require contractor to work other than normal hours. When contractor?s access to a work area conflicts with an Air Force mission requirement, contractor shall advise the Fitness Center and schedule work to minimize disruption. Such scheduling may require work to be accomplished at times other than normal duty hours. Watering may be accomplished during other than normal duty hours or duty days. Holidays: The contractor is not required to provide service on the following days: Independence Day (4th of July) and Labor Day. Conservation of Utilities. The contractor shall make sure employees practice conservation of utilities. The contractor shall be responsible for operating under conditions that prevent the waste of utilities to include; water faucets or valves shall be turned off when not in use. Environmental and Hazardous Material Handling. Contractor shall comply with federal, state, and municipal environmental laws to protect the health and safety of employees/residents and minimize or eliminate environmental pollution. The government may conduct no notice inspections to monitor contract compliance. Materials and Supplies. The government does not anticipate the use of hazardous materials or the generation of hazardous waste during the performance of this contract. However, should hazardous materials be used or hazardous waste produced, the contractor shall ensure all handling, storage, and disposal is compliance with all federal, state, and local laws and instructions. Evaluation of offers will be performed on the basis of price. The following clauses and provisions are hereby incorporated by reference: 52.212-1, Instructions to Offerors ?
