CLASSCOD: 69--TRAINING AIDS AND DEVICES OFFADD: Department of the Air Force, Air Mobility Command, 92 CONS, 110 W Ent St., Suite 200, Fairchild AFB, WA, 99011 SUBJECT: 69--TRAINING AIDS AND DEVICES SOL F45613-03-Q-B012 The US Air Force intends to award a sole source purchase order to lease a Modular Egress Training Simulator (METS) Model 40 to Survival Systems USA, Inc of Groton-New London, Connecticut. The contractor shall provide a METS Model 40 that enables the Air Force to conduct realistic emergency egress training. The METS Model 40 shall incorporate moveable/interchangeable interior and exterior panels, bulkheads, aircraft specific seats and troop seats, emergency aircraft lighting system, emergency egress exits, and exit release mechanisms that replicate specific characteristics of the H-53, H-60, H-1, and C-130 airframes. The contractor shall: inspect the overhead gantry to ensure it will withstand the weight of the METS 40, inspect and maintain the electric crane that raises and drops METS 40 (the crane must remain capable of dropping the METS 40 at a rate of 2.5 to 19 meters per second to properly simulate similar disorientations caused by an emergency ditching into water), develop a maintenance training program to ensure proper operation of the METS, provide an annual two-day training program on the upkeep of the METS 40, supplement the one-day ditching course documents with up-dated materials and training guidance relating to rotary-wing aircraft ditchings, provide pre-operational maintenance/inspection checklists for 10, 20, 60, 120, and 360-day inspection requirements, provide an annual maintenance visit and provide an annual inspection plan to complement the maintenance visit, inspect and replace parts that have degraded, worn out, or broken due to materials or workmanship, provide a customized spares kit and tool kit containing parts and tools required for daily operations, maintenance, and minor repair, and establish a program to incorporate necessary modifications and improvements including upgrading internal components and delivering additional/new panels/exits. A purchase order with four option years will result from this solicitation. The performance period will be for a 12-month basic period, with an anticipated start date of 01 Oct 2003, and 4 one-year option periods. The Government believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements and intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 in accordance with 10 U.S.C. 2304 (C)(1). Other persons may identify their interest and capability to respond to this requirement by June 13, 2003. This is not a request for competitive proposals. A sole source solicitation package will be issued on or about 30 Jun 03. A determination by the Contracting Officer not to compete this proposed action based on responses to this notice is solely within the discretion of the Contraction Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
