Description
NA Contractor shall provide physician services of a Board Certified Occupational Medicine Specialist at VA Medical Center (VAMC), One Veterans Drive, Minneapolis, Minnesota, estimated at 16 hours per week or a 0.4 FTE. Contract physician shall have experience in hospital occupational health as well as experience in a teaching environment. Duties will include services provided at the VAMC Employee Health Clinic a estimated 16 hours per week. It is anticipated that the contract physician shall work at the VAMC 5 days per week, three to four hours per day. The Occupational Health Specialist will review and advise regarding specific employee health problems due to on the job illness or injury. Contractor physician will advise in development of policies related to Occupational Health; assist in the development of OWCP programs and policies; address and advise the VAMC on safety and infection control operations; and instruct physicians and staff in elements of occupational medicine. Services will be required a minimum of 16 hours per week with occasional additional coverage required in the absence of VAMC staff. Period of contract will be for a base year with two 12-month options to renew. Total contract period is not to exceed 36 months. Contractor shall be responsible for providing his/her own housing, transportation, malpractice insurance, professional membership fees, continuing education costs, sick leave and vacation time. All offers submitted will be referred to a Technical Evaluation Panel for review. Award of a contract will be based on the following: professional qualifications; clinical and consultation skills; availability; past experience and performance history; and total cost. Solicitations are being prepared under the authority of Public Law 104-262 The Veterans Health Care Eligibility Reform Act of 1996 and Title 38 United State Code Section 8153, with a Commercial Items format of terms, conditions, and provisions/clauses. This procurement is being conducted under Federal Acquisition Regulation (FAR) Subpart 13.5 test program; simplified acquisition procedures apply. VA will conduct the procurement according to a combination of FAR Part 12, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures.
